NORWICH HISTORIC DISTRICT COMMISSION Minutes of the February 17, 2021 Regular Meeting The regular meeting of the Historic District Commission was held Wednesday February 17, 2021 at 5:32 PM via Zoom virtual meeting. Members Present: Regan Miner (Chairwoman) Nancy O’Neil Richard Guidebeck Gregory Johnson Timothy Dowhan Gregory Farlow Members Absent: None. Guests: None. I. Public Meeting The public meeting was convened at 5:32 pm. The order of COA presentations and discussions are at the discretion of the commission to accommodate all participants. ● COA 446 – 69 East Town Street (The Norwich Historical Society) – Restoration, Roofing, Chimney Regan Miner presented on behalf of the Norwich Historical Society who lease the Daniel Lathrop Schoolhouse from the City of Norwich to operate it as the Norwich Heritage & Regional Visitors’ Center. NHS is responsible for the exterior repairs and maintenance of the building as part of their lease. Regan Miner stated the lifespan of the roof was approaching so they were looking to replace the existing cedar roof with like-for-like red cedar shingles, with the work being done by an experienced contractor. Regan Miner stated the chimney portion of the COA was for a blue stone chimney cap to be installed on the neighboring Joseph Carpenter Silversmith Shop. Regan Miner stated they had previously been approved to work on the chimney but did not have funding for the cap at the time. Timothy Dowhan asked if the bluestone cap would replicate the Visitor’s Center to which Regan Miner responded that they would like the cap to resemble the historical example they provided to the contractor, but otherwise that would be the plan. II. Regular Meeting The regular meeting was convened at 5:38 PM. A. Action on COA’s ● COA 446 – 69 East Town Street (The Norwich Historical Society) – Restoration, Roofing, Chimney Gregory Johnson made a motion to approve COA 446 as written and presented. Nancy O’Neil seconded. Gregory Johnson, Nancy O’Neil, Richard Guidebeck, Timothy Dowhan and Gregory Farlow voted in favor. Regan Miner abstained. The motion passed. B. Minutes of Wednesday January 20, 2021 Regular Meeting ● Nancy O’Neil made a motion to approve the meeting minutes. Gregory Johnson seconded. Nancy O’Neil, Richard Guidebeck, Gregory Farlow and Regan Miner voted in favor. Gregory Johnson and Timothy Dowhan abstained. The motion passed. C. Chairman Report ● Regan Miner reiterated that the Certified Local Government (CLG) Grant was approved and that the contract went before City Council that past Monday for approval. Regan Miner stated she had not heard any follow up but assuming the contract is approved the project will move forward. D. Old Business: None. E. New Business: None. F. Next Meeting Date: ● Scheduled for Wednesday March 17, 2021 at 5:30 PM. G. Adjournment ● Gregory Farlow made a motion to adjourn the Regular Meeting at 5:46 PM. Richard Guidebeck seconded. Nancy O’Neil, Richard Guidebeck, Gregory Farlow, Timothy Dowhan, Gregory Johnson and Regan Miner voted in favor. The motion passed unanimously.
