MINUTES OF THE REGULAR MEETING
OF THE
NORWICH HOUSING AUTHORITY
HELD WEDNESDAY, MAY 8, 2013
The Board of Commissioners (“Board”) of the Norwich Housing Authority (“Authority”)
met in regular session at the main office of the Norwich Housing Authority, 10
Westwood Park, Norwich, Connecticut, at 4:30 PM, Wednesday, May 8, 2013.
I. Roll Call
Chairman Baillargeon called the meeting to order at 4:30 PM and the following
answered present:
Alice Cunningham
Marion Rucker
Wilma Sullivan
Paul Gauthier
Hector Baillargeon
Also present was Charles C. Whitty, Executive Director.
II. Minutes
A. Ms. Sullivan moved and Mr. Gauthier seconded the motion to adopt the minutes of
the special meeting held on April 17, 2013. Motion carried unanimously.
III. Communications
A. State Quarterly reports for March 31, 2013. Mr. Whitty reviewed the reports with the
Board. Ms. Sullivan moved and Mr. Rucker seconded the motion to receive the State
Quarterly reports. Motion carried unanimously.
IV. Committee Reports
A. The Homeownership Committee did not meet.
B. The Rent Review Committee did not meet. Mr. Whitty stated that because of
increased operating costs the Board may have to consider a base rent increase.

V. Report of the Executive Director
A. Bills – Mr. Rucker moved and Ms. Cunningham seconded the motion to approve the
bills for April 2013. Motion carried unanimously.
B. Vacancy Report – Mr. Whitty noted that the Authority had 6 vacancies as of May 1,
2013. These units have been leased already to new tenants. Ms. Sullivan moved and
Mr. Rucker seconded the motion to receive the May 1, 2013 report. Motion carried
unanimously.
C. Modernization Report - John Mainville, Modernization Coordinator, prepared the
report. Mr. Whitty and Mr. Mainville reviewed the same with the Board. J.J.S.
Universal Construction Company began the JFK I roof replacements on March 26, 2013.
There were twelve roofs completed in April. Norwich Public Utilities is in the process of
installing gas lines in the roads and to the houses at Sunset Park. Barry Associates
started converting the furnaces from oil to gas on April 29, 2013. Mr. Mainville
presented the Board with the cost to install ten driveways and rear sidewalks at Hillside
Terrace that have deteriorated beyond repair and the cost to re-roof and reconstruct a
chimney at JFK I that is in very poor condition. Mr. Gauthier moved and Ms. Sullivan
seconded the motion to receive the report. Motion carried unanimously.
D. Section 8 Voucher Portfolio Report - As of May 1, 2013, the total portfolio was 502
Housing Choice Vouchers. Mr. Whitty noted that the Section 8 Housing Choice Voucher
waiting list closed on September 14, 2012 and that the staff was processing the pre-
applications. The lottery was held on February 27, 2013 and letters have sent to the 4,
846 applicants notifying them of their placement on the waiting list. Ms. Cunningham
moved and Mr. Rucker seconded the motion to receive the report. Motion carried
unanimously.
E. Other Items – Mr. Whitty informed the Board that the Authority will have a Federal
REAC inspection this summer.
VII. New Business
Ms. Sullivan moved and Mr. Rucker seconded the motion to amend the agenda to add
Resolution R-13-05-1103 to authorize driveway and rear sidewalk replacement at
Hillside Terrace and Resolution R-13-05-1104 to authorize an additional roof
replacement at JFK I. Motion carried unanimously.
A. Mr. Rucker moved to adopt Resolution R-13-05-1103 to authorize the Authority to
repair / replace up to ten (10) driveways and rear sidewalks at Hillside Terrace for an
amount not to exceed $40,000.00. Ms. Sullivan seconded the motion.

Nays - None
Motion carried unanimously.
B. Ms. Sullivan moved to adopt Resolution R-13-05-1104 to authorize the Executive
Director to enter into a change order with J.J.S. Universal Construction Company to
complete an additional roof at JFK I. Mr. Rucker seconded the motion.

Nays - None
Motion carried unanimously.
C. Commission Members – There was no comment.
D. Community Portion of the Meeting – There was no comment.
E. Other – There was no comment.
VI. Unfinished Business
There was no unfinished business to discuss.
VIII. Executive Session
No executive session was held.

IX. Adjournment
There being no further business to discuss, Ms. Sullivan moved and Mr. Rucker
seconded the motion that the meeting be adjourned. Motion carried unanimously. The
meeting adjourned at 5:40 PM.
