CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION January 3, 2008 REGULAR MEETING MINUTES The January 3, 2008 regular meeting of the City of Norwich Inland Wetlands, Watercourses and Conservation Commission was called to order at 7:00 P.M. A quorum was present and all members voted. Present: Raymond Baribeault, Chairman Barbara Rothstein Douglas Lee Jeremiah Lowney Robert McCoy, Alt. Arthur Sharron, Alt. Brandon Hyde, Alt. Also Present: Michael Schaefer, City Planner Roberta Lane, Recording Secretary Absent with notification: Richard Morell, Vice Chairman and Ralph Page D. Minutes: Upon motion by Jeremiah Lowney and second by Arthur Sharron, the Commission voted unanimously to accept the minutes of the December 6, 2007 regular meeting. E. Communications: None F. Public Hearings: None G. Old Business: 1. IWWCC-07-09 – 88 Palmer Street – John Aldi – 27-condo units with access driveways and associated site improvements. Mr. Schaefer advised the Commission that the applicant has scheduled a meeting with the Public Works Dept and Staff to address open issues, so the applicant has requested a 35-day extension so that this application could be tabled until next month’s meeting. Upon motion by Arthur Sharron and second by Douglas Lee, the Commission voted unanimously to agree to the extension andTABLE the application until the February 7, 2008 meeting. 2. IWWCC – 07-11 – 111 Corning Road – Application of FW Brown LLC – filling and drainage to establish a small back yard. Mr. Schaefer advised the Commission that the applicant’s engineer has to provide Staff with more details of the plan, so the applicant has requested that the application be tabled until next month’s meeting. Upon motion by Douglas Lee and second by Jeremiah Lowney, the Commission voted unanimously to TABLE the application until the February 7, 2008 meeting. 3. IW-URA - 07-14 - 5 Harland Rd & 8 Leffingwell Pl - Application of Crown Realty of CT LLC – excavation, filling & grading assoc w/construction of 3 single-family houses & appurtenances. Mr. Schaefer advised the Commission that the applicant has WITHDRAWN the application in order to reconfigure the plans. 4. IWWCC – 07-12 – 188 Harland Rd – Application of Nancy M Podurgiel - 3-lot subdivision with no activities in wetlands or upland review area. Mr. Schaefer advised the Commission that the plan for this proposed 3- lot subdivision indicates that there is no clearing or other construction related activities proposed within a 100 feet of any wetland edge. Staff recommends that the applicant stake the clearing limit before the start of construction. Upon motion by Jeremiah Lowney and second by Barbara Rothstein, the Commission voted unanimously to send a FAVORABLE report to the Commission on the City Plan indicating that there are no concerns pertaining to wetlands or watercourses with the submitted plans, but they do request that the clearing limit be staked before the start of construction. H. New Business: 1. IWWCC- 07-13 – 180 Plain Hill Rd – Application of Roy B. Fleming - 4 -lot resubdivision with cul de sac. The Commission voted unanimously to TABLE this application until the February 7, 2008 meeting. I. New Business items submitted after agenda preparation and prior to the submission deadline: None J. Kudlach - Cease and Desist Order - update 2  Mr. Schaefer advised the Commission that he would contact the Army Corps of Engineers regarding this violation. 2. Rothstein – update Mr. Schaefer advised the Commission that there was no news to report this month. L.
