Chairman Baribeault called the meeting to order at 7:00 p.m.

Also Present: Michael Schaefer, City Planner
It was determined there was a quorum.
D. Minutes:
Upon motion by Ralph Page and second by Richard Morrell, the Commission voted
unanimously to APPROVE the minutes of the February 3, 2011 regular meeting.

Letter to Town of Lisbon pursuant to Section 22a-42b CGS

H. New Business: IWWCC-11-02 – 212 Taftville-Occum Road, Norwich, CT. Ap
plication of Chris & Lisa O’Hara for the reconstruction of dilapidated retaining wall
along the waters edge.
Mr. Schaefer presented the Commission with pictures, provided by the
applicant, with regards to the current situation. Mr. Schaefer reminded the
applicant that the Commission could receive the application and table it,
but not act on it at this meeting. Mr. Schaefer asked the Commission that
they recognize the applicants are trying to do something good for the
environment and is the project is considered a soil conservation activity.
The activity would be in an area of where a slope has failed and would be
repaired with Engineered plans, therefore, there would not be significant
activity associated with the project and a public hearing not necessary.
There is floodplain involved so therefore next month a recommendation to
CCP, as to the favorability of doing this with respect to the Special Permit
process, to be applied for, which falls under Chapter 14, Section 6 of the
Zoning Regulations. The City Engineer and City Building Officials office
will review the Engineered plans. Mr. O’Hara spoke briefly to the
Commission and stated his intention to correcting the problem. Mr.
Schaefer re-informed the Commission that the concept and idea do not
constitute significant activity in his professional opinion.
On a motion by Ralph Page and second by Richard Morell, the
Commission determined unanimously that the activity does not constitute
significant activity.
On a motion by Douglas Lee and second by Ralph Page, it was
unanimously voted to table the application to the next regular meeting of
May 5, 2011.

Upon motion by Ralph Page and second by Douglas Lee, it was unanimously
