August 4, 2011 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault Ralph Page Richard Morell Douglas S. Lee Barbara Rothstein Art Sharron Brandon Hyde Robert McCoy, Alt. Absent: Jeremiah Lowney Also Present: Peter Davis, Director of Planning It was determined there was a quorum and all members present would be voting. D. Minutes: Upon motion by Ralph Page and second by Richard Morell, the Commission voted unanimously to APPROVE the minutes of the June 2, 2011 regular meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: NONE H. New Business:  1. #IWWCC-11-06 – Ken Steiner, 229, 217, 209 North Wawecus Hill Rd. – construction of single family home, well, septic system and minor grading within 100 ft upland review area. On a motion by Ralph Page and second by Richard Morell, it was unanimously voted to table the application for the thirty-day petition period to the next regular scheduled meeting of September 1, 2011. I. New Business items submitted after agenda preparation and prior to the submission deadline: NONE J. Other Business: Floodplain referral from CCP - Advisory Opinion 1. SP #11-02 – 36-40 & 42-44 Town St. (aka Norwichtown Mall) – Application of Norwichtown Commons LLC under Sec. 14.16 Construction within a floodplain and floodway. Site is located in PC and GC zones and owned by the applicants. After considering the nature of the proposed activities, the Commission deemed that the activity would not adversely affect the floodplain’s ability to attenuate floodwaters, and will significantly increase the flood storage volume. Upon motion by Brandon Hyde and second by Douglas Lee, the Commission voted unanimously to send a favorable recommendation to the CCP. K. Violations: NONE L.
