September 1, 2011 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Baribeault called the meeting to order at 7:02 p.m. Present: Raymond Baribeault Ralph Page Douglas S. Lee Robert McCoy, Alt. Linda Lee Smith, Recording Secretary Absent: Jeremiah Lowney Richard Morell Barbara Rothstein Art Sharron Brandon Hyde It was determined there was a quorum and all members present would be voting. D. Minutes: Upon motion by Ralph Page and second by Douglas S. Lee, the Commission voted unanimously to APPROVE the minutes of the August 4, 2011 regular meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: 1. #IWWCC-11-06 – Ken Steiner, 229, 217, 209 North Wawecus Hill Rd. – construction of single family home, well, septic system and minor grading within 100 ft upland review area.  Paul Archer, Archer Surveying, LLC, 468 Allen Hill Road, Brooklyn, CT gave a brief presentation on behalf of the owners Mr. & Mrs. Steiner who were also present. In Mr. Schaefer’s, the applicant’s soil scientist’s letter, it stated that the combination of the three lots into two could be considered to be an impact mitigative measure. A letter from Steve Garstka from the City of Norwich stated because the town has an existing drainage right, if they could demonstrate that the lots could be suitable for septic the town is willing to run a pipe to get it past the house. Uncas Health Department had sent a letter with their approval. The water table had never been hit in any of their tests. On a motion by Douglas S. Lee and seconded by Ralph Page, #IWWCC- 11-06 the commission approved with the stipulation that the applicant and the applicant’s representative work with City staff to assure an appropriate planting schedule particularly in proximity to the wetland boundaries.
