January 5, 2012 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Chairman Raymond Baribeault called the meeting to order at 7:00 p.m. Present: Raymond Baribeault, Chairman Richard Morell, Vice-Chairman Douglas S. Lee Brandon Hyde Robert McCoy, Alt. Jeremiah Lowney Arthur Sharron, Alt. Absent: Ralph Page Barbara Rothstein Also Present: Peter Davis, Director Linda Lee Smith, Recording Secretary It was determined there was a quorum and all members present would be voting. D. Minutes: Upon motion by Douglas Lee and second by Arthur Sharon, the Commission voted unanimously to APPROVE the minutes of the December 1, 2011 regular meeting. E. Communications: NONE F. Public Hearings: NONE G. Old Business: #IWWCC-11-08 – Frank and Karen Mankowski, 22 Mish Drive – construct a 30’x40’ storage building within 100 ft upland review area. The applicant is proposing to construct a storage and equipment building to the rear of the existing house. The wetlands are delineated on the adjacent piece of property; a stone wall runs along the property line, it’s very flat in this area. The closest point to the wetland boundary from the building is 78 feet and the structure is not entirely in the upland review area. There will be short term construction with excavation and backfilling. The City Engineer reviewed the project stating the silt fence that is proposed is adequate to take care of any erosion or sedimentation. The Health Department commented that it meets the minimum requirements that are permitted. Representing the applicant were the homeowners Frank and Karen Mankowski, 22 Mish Drive who responded to the Commission they would not be installing a driveway, only the storage building for equipment. The Planning Office didn’t receive any petitions to request a public hearing. Upon motion by Raymond Baribeault and seconded by Jeremiah Lowney the commission voted unanimously to APPROVE application #IWWCC-11-08 to construct a 30’x40’ storage building within 100 ft upland review area. G. New Business: #IWWCC-11-09 – Richard Vendola, 43 Canterbury Turnpike – activities associated with the construction of a single family house within 100 ft upland review. Upon motion by Richard Morell and seconded by Brandon Hyde, the commission voted unanimously to TABLE the application until the next regular scheduled meeting of February 2, 2012, in order to comply with the required 30 day public petition period.
