May 7, 2015 Regular Meeting Minutes CITY OF NORWICH INLAND WETLANDS, WATERCOURSES AND CONSERVATION COMMISSION Lower-level Conference Room, 23 Union Street, Norwich, Connecticut Agenda Items A, B & C – Call To Order, Roll Call, Determination Of Quorum: Vice-Chairman Richard Morell called the meeting to order at 7:00 p.m. Present: Richard Morell, Vice-Chairman Douglas S. Lee Ralph Page Barbara Rothstein Philip Kiley Brandon Hyde David Poore Art Sharron, Alternate Robert McCoy, Alternate Absent: Jeremiah Lowney Also Present: Peter Davis, Director Linda Lee Smith, Recording Secretary It was determined there was a quorum. D. APPROVAL OF MEETING MINUTES: Upon motion by Art Sharron and second by Ralph Page the Commission voted unanimously to APPROVE the minutes of the April 2, 2015 regular meeting. E. COMMUNICATIONS: None F. PUBLIC HEARINGS: None G. OLD BUSINESS: 1. IWWCC #15-02 – 132 Taftville Occum Road – Application from GTO Realty LLC for the construction of a Dunkin Donuts restaurant within a regulated upland area. Peter Davis gave a brief overview of the project stating the existing site conditions were basically brush and based on test pits the soil types were udorthents. The existing topgography is flat the same elevation as the road. Mr. Davis stated the activities associated with the project are all within the upland area with no significant impact to the wetlands. Mr. Davis stated because the site is in a floodplain they are proposing to dig out the entire site which would provide the required compensatory storage, and test pits were performed. There was concern what the depth was to the water table. Mr. Davis noted from Bob Russo’s test pit results there wasn’t any interception to the ground water table or modeling and the soils were udorthents. Brian Long, CLA Engineers, 313 Main Street was representing the applicant. Ralph Page asked how deep was it until they reached water? Brian Long stated the ground was tested to 42” and there was no water and the excavation for the site would be 3’; and a possibility of seasonal high water at 36” but there was no confirmation. Art Sharron asked when the borings were done? Brian Long stated they weren’t actually borings, but the test holes were done about April 6 when it was pretty wet. Doug Lee asked if there were any onsite treatments. Brian Long stated the entire area is being dug out and it’s meant to drain through the curtain drain and into the DOT drainage swell. Doug Lee asked specifically if they would be doing any storage before it goes to the containment area. Brian Long stated he hadn’t planned on it. Brian Long stated there would be 2’ sumps in the basement. Richard Morell asked how far the back of the property was from the river? Brian Long stated 42’; and Mr. Davis stated 50’ to the middle of the drive-thru. Mr. Morell asked if there was any concern with salt migration due to the winter weather? Mr. Davis’s opinion was with the large amount of retention it wouldn’t be an issue with the natural plantings. Brandon Hyde asked if there was any maintenance plan scheduled? Mr. Long stated no, but there would probably be a native wetland mix, which would be a natural basin. Upon motion by Douglas Lee and second by Ralph Page the Commission voted unanimously to APPROVE application IWWCC #15-02. H. NEW BUSINESS: I. New Business items submitted after agenda preparation and prior to the submission deadline: 1. IWWCC #15-03 – 2 Sabrina’s Court – Application from Thomas A. Stevens & Associates, LLC for the construction of a residential home within a regulated upland area. Upon motion by Art Sharron and second by Ralph Page the Commission voted unanimously to TABLE the application until the next regular scheduled meeting of June 4, 2015, in order to comply with the required 30 day petition period. 2 J. Other Business: 1. Distribution of City of Norwich Code of Ethics The City of Norwich Code of Ethics was distributed to the Commission. K. Violations: None L.
