Meeting called to order by Chairman Paul Schroder at 6:00 PM.

II. Minutes
A. Minutes of Personnel & Pension Board Regular Meeting held on 3/15/2011. Motion to accept
the minutes from the 3/15/2011 meeting made by Jerald Navick; seconded by Sarah Kannas,
all in favor.
III. Old Business
A. Status update on the legal opinion from the Corporation Counsel regarding the rehiring of
City retirees into positions which require participation in the same Retirement Plan. Donna
DesSureault stated that no new information has been received. Motion to table Item A made
by Paul Schroder; seconded by James Tetreault, all in favor.
B. Request for a prior service buyback from Sherry Filiatreault, Children First Network
Coordinator, for the period of 10/16/2000 – 10/23/2008. See Item E for action taken.
C. Request for a prior service buyback from Angelo Callis, Youth & Family Therapist, for the
periods of 10/15/1984 – 9/25/1987 and 9/26/1988 – 11/30/1993. Donna DesSureault
provided the Board members with a spreadsheet noting the applicable earnings/buyback cost
(including interest) for Mr. Callis’ buyback request. She also noted that Mr. Callis previously
waived the right to purchase time for the periods of 7/1/1991 – 11/30/1993 and 3/18/1989 –
6/30/1991. After a short discussion, motion to approve the request to purchase prior City
service time for the periods of 10/15/1984 – 9/25/1987 and 9/26/1988 – 3/18/1989 made by
Sarah Kannas; seconded by James Tetreault, all in favor. After a short discussion regarding
the length of time allowed to pay the total buyback cost through payroll deduction, motion
made by Sarah Kannas to amend the previous motion and approve the request for the
periods of 10/15/84 – 9/24/87 and 9/26/88 – 3/18/89 with a maximum payroll deduction
period of 3 years; seconded by James Tetreault, all in favor.
D. Request for a prior service buyback from Kathryn Eyberse, Clinical Coordinator, for the
period of 6/22/1981 – 11/30/1993. Donna DesSureault provided the Board members with a
spreadsheet noting the applicable earnings/buyback cost (including interest) for Ms.
Eyberse’s buyback. She also noted that Ms. Eyberse previously waived the right to purchase
time for the period of 7/1/1991 – 11/30/1993. After a short discussion, motion made by Sarah

Kannas to approve the request to purchase prior City service time for the period of 6/22/1981
– 6/30/1991; seconded by Jerald Navick, all in favor.
E. Request for a prior service buyback from Lisa Diaz, Young Parents Program Senior Care
Manager, for the period of December 1996 – June 2007. Brigid Marks noted that there was
still work to be completed on the buyback requests for Filiatreault and Diaz. Motion to table
items B and E until the next meeting made by Jerald Navick; seconded by James Tetreault,
all in favor.
IV. New Business
A. Notification of the death of retiree Randall Goodrow, who retired from the Public Works
Department on 3/13/2010 and passed away on 3/20/2011. Notification of a survivorship
pension for Theresa Goodrow, surviving spouse of Randall Goodrow in the annual amount of
$20,290.50. Motion to accept the notification of death and approval of the survivorship
pension benefit made by James Tetreault; seconded by Jerald Navick, all in favor.
B. Notification of the death of surviving spouse retiree Carmen (Steve) Tedeschi, who passed
away on 4/11/2011. Mr. Tedeschi was the surviving spouse of Dorothy Tedeschi, who retired
from the City Clerk’s office in 2002 and passed away on 2/20/2005. Motion to accept the
notification made by James Tetreault; seconded by Jerald Navick, all in favor.
C. Application from former employee Guy D’Andria, Janitor, for a deferred retirement eff.
4/13/2011, payable on 7/24/2013. Motion to approve the deferred retirement made by Sarah
Kannas; seconded by James Tetreault, all in favor.
D. Application from Carol Sabolesky, Assistant to the City Treasurer, for a normal General City
retirement effective 5/28/2011. Motion to approve the retirement made by Sarah Kannas;
seconded by James Tetreault, all in favor.
E. Request from Fire Chief Kenneth Scandariato to extend the eligibility lists for the positions of
Fire Captain and Fire Lieutenant for one year, due to anticipated vacancies caused by
retirement and promotion. The current lists expire on 7/20/2011. Motion to approve the
extension of the eligibility lists for the positions of Fire Captain and Fire Lieutenant for one
year made by James Tetreault; seconded by Jerald Navick, all in favor.
F. Invoice from Hooker & Holcombe, Inc. in the amount of $1,800.00 for the preparation of the
GASB 43/45 accounting report for FY 09-10. See Item G for action.
G. Invoice from Hooker & Holcombe, Inc. in the amount of $27,300.00 for the following services:
1) Completion of the 1/1/2010 actuarial valuation of the City of Norwich Employees’
Retirement Fund - $18,150.00
2) Preparation of the GASB 25/27 accounting report for FY 09-10 - $1,050.00
3) Preparation of the 1/1/2010 employee/active participant retirement benefit statements -
$7,450.00.
4) Calculations/consulting relating to the administration of a retiree domestic relations order
(Sheeley) and outside earnings issue (Lynck) - $650.00
Motion to approve both invoices (Items F and G) made by Jerald Navick; seconded by Sarah
Kannas, all in favor.
H. New employee(s):
1) Michelle Wyatt, Police Officer – DOH 4/4/2011.
2) John Tangney, Police Officer – DOH 2/16/2011.
3) Nathaniel Tondreau, Police Officer – DOH 2/16/2011.
4) Joel LeFrancois, Utility Construction Pipefitter Apprentice (NPU) – DOH 2/28/2011.
Motion to acknowledge/accept the new employees made by James Tetreault; seconded by
Sarah Kannas, all in favor.

prior/seasonal service buyback applications. Motion made by Paul Schroder to have a letter
distributed to all City employees regarding a one-time allowance to apply for a prior/seasonal
service buyback, with an application deadline of 9/1/2011 and a maximum payroll deduction
period of 3 years, to be approved by the Corporation Counsel. Motion seconded by Sarah
Kannas, all in favor.
