Minutes of Personnel & Pension Board Regular Meeting held on 9/20/2011. Motion to accept the minutes from the 9/20/11 meeting made by Frank Davis; seconded by Sarah Kannas, all in favor. III. Old Business A. Status update on the legal opinion from the Corporation Counsel regarding the rehiring of City retirees into positions which require participation in the same Retirement Plan. Mike Driscoll explained that there are limits and only certain powers. The statutes permit to act within the collective bargaining units. The Board does not have the right to approve or not. It needs to be made part of the bargaining agreement. B. Request for a prior service buyback from Sherry Filiatreault, Children First Network Coordinator, for the period of 10/16/2000 – 10/23/2008. C. Request for a prior service buyback from Lisa Diaz, Young Parents Program Senior Care Manager, for the period of December 1996 – June 2007. Motion to table items A-C until HR hires a new Retirement Plan Administrator made by Richard Benoit, seconded by Frank Davis; all in favor. D. Personnel and Pension Board Members – Appointments and Employee election. Notification in this weeks payroll, need 2 new members and 1 alternate. Deadline is Thursday, November 10, 2011, election on Thursday, November 17, 2011. E. Military service buyback. Information only - The pension book when some were hired was under one summary, and then it changed to new time limits. Feel that if the employee hit 10 years under the old summary, they should be grandfathered. IV. New Business A. Pension calculation for James Serwinski, who retired 08/26/11. Mr. Serwinski’s pension is calculated for an annual amount of $32,145.82. Mr. Serwinski’s application for retirement was approved at the 6/21/11 meeting. B. Pension calculation for Mary Avery, who retired 9/4/11. Ms. Avery’s pension is calculated for an annual amount of $17,609.66. Ms. Avery’s application for retirement was approved at the 9/20/11 meeting. C. Pension calculation for Theresa Beauregard, who retired on 9/21/11. Ms. Beauregard’s pension is calculated for an annual amount of $16,948.32. Ms. Beauregard’s application for retirement was approved at the 9/20/11 meeting. D. Pension calculation for Lynn DePina, surviving spouse of Luis DePina. Survivor benefit is 90% of retiree benefit. Annual amount is $35,046.44. A motion to combine A-E and accept was made by Frank Davis; seconded by Richard Benoit, all in favor. F. Application from Francis Davis, Public Works Mechanic, for a normal general city retirement effective November 2, 2011. G. Application from Stephany Bakoulis, Police Lieutenant, for a normal police retirement effective November 12, 2011. H. Application from Sandra Greenhalgh, City Clerk, for a normal general city retirement effective October 12, 2011. I. Application from Mark Lounsbury, Police Detective, for a normal police retirement effective October 14, 2011. A motion to combine items F-I and accept was made by James Tetreault, seconded by Sarah Kannas, all in favor. J. Request for a refund of pension contributions plus interest from Donna Snow, who resigned effective 9/2/11 in the amount of $81,986.58. K. Request for a refund of pension contributions plus interest from Kenneth Nieves who resigned effective 9/30/11 in the amount of $58,043.84. L. Request for a refund and a rollover of pension contributions plus interest from David Gagnon who resigned 9/2/11 for the total amount of $6,050.31. M. Refund of pension contributions to the beneficiary of retiree John Samokar. Contributions plus interest totaled $99,905.98 minus pension payments received $59,770.36. Refund is $40,135.62. A motion to combine items J-M and accept was made by James Tetreault, seconded by Sarah Kannas, all in favor. N. Employee(s) to be admitted into the City of Norwich Employee’s Retirement Fund. A motion was made to accept by Frank Davis, seconded by Richard Benoit, all in favor.
