I. Roll Call
Meeting called to order by Paul Schroder at 6:02 pm.

II. Minutes
A. Minutes of the May 15, 2018 Personnel & Pension Board Meeting.
Motion to approve the May 15, 2018 meeting minutes made by Rich Morelli,
seconded by Shiela Hayes, all in favor.
III. New Business
A. Review of recent City Council decision to temporarily remove the funding requirement
for OPEB until July 1, 2022.
Paul Schroder expressed concern for Council’s decision to temporarily stop the OPEB
funding and mentioned there was no discussion with the board prior to the vote. There
were funding decision made by Council in the 1990’s that left the pension fund grossly
underfunded and it has taken 20 years to recuperate. Brigid Marks stated the OPEB
obligation will decline based on union contract changes which removed the Other Post-
Employment Benefits for all but one city union for new employees.
B. Discussion on requesting a meeting with City Council members with a presentation by
UBS about the pension fund.
Paul Schroder stated UBS has not done a presentation to Council on the Pension and
OPEB funds in several years. Presentations have included a brief overview, investment
results, savings and fund liabilities. Brigid Marks will check to schedule in early fall.
The Board also discussed the differences between a RFP and RFQ for investment
services.
Motion to add the RFP for Investment Services to the August 2018 agenda made by
Shiela Hayes, seconded by Scott Suplita, all in favor.

C. Application for retirement:
1. Kenneth Scandariato, Fire Chief, for a normal retirement effective September 7, 2018.
Motion to approve the application for retirement made by Scott Suplita, seconded
by Rich Morelli, all in favor.
D. Pension Calculations:
1. David Whitesell, retired May 5, 2018. His pension is calculated for $81,101.32
annually. His application was approved at the February 2018 meeting.
2. Marcella Jodoin, retired June 2, 2018. Her pension is calculated for $20,370.22. Her
application was approved at the April 2018 meeting.
3. Robert Murphy II, retired June 2, 2018. His pension is calculated for $38,625.06
annually. His application for retirement was approved at the March 2018 meeting.
Motion to approve the pension calculations made by Shiela Hayes, seconded by
Scott Suplita, all in favor.
E. Employee(s) to be admitted into the City of Norwich Employees’ Retirement Fund:
Motion to admit the following employees into the City of Norwich Employees’
Retirement Fund made by Shiela Hayes, seconded by Scott Suplita, all in favor.

IV. Correspondence
Paul Schroder made a motion to add under suspension of rules the correspondence
received today from Robin Dauda, seconded by Scott Suplita, all in favor.
Robin Dauda sent an appeal requesting the board review, in accordance with Rule
XIII of the Merit Systems Rules, the situation resulting in her transfer to a Records
Clerk position in the City Clerk’s office.
Brigid Marks explained the transfer was in accordance with the City Hall collective
bargaining agreement which allows an employee whose position has been

eliminated to “bump” into another position. The Merit System Rules do not apply
in this situation.
Paul Schroder made a motion to send a letter to Robin Dauda stating her appeal
does not pertain to the Merit System Rules, therefore the Personnel & Pension Board
has no jurisdiction, seconded by Shiela Hayes, all in favor.
Paul Schroder made a motion to add under suspension of rules a modification to
the annual meeting schedule, seconded by Shiela Hayes, all in favor.
Motion to cancel the July Regular/Investment meeting and change the August
meeting to a Regular/Investment meeting made by Paul Schroder, seconded by
Shiela Hayes, all in favor.
V. Adjournment
Motion to adjourn made by Shiela Hayes, seconded by Paul Schroder, all in favor.
Meeting was adjourned at 6:34 pm.
