Meeting called to order by Paul Schroder at 6:04 pm.

II. Minutes
A. Minutes of the August 21,2018 Personnel & Pension Board Meeting.
Motion to approve the August21,2018 meeting minutes as amended made by Shiela
Hayes,seconded by John John, all in favor.
III. Old Business
A. Proposalfrom Hooker & Holcombe for RFPfor InvestmentServices consulting services.
Art Meizner and Kate Pizzi from Hooker & Holcombe outlined the timeline, RFP
and legal language. They will analyze the current pension structure, discuss the
goals, draft and distribute the RFP,analyze and grade RFPs,presentsummaries and
make recommendations,arrange the finalist interviews and assist with the selection
process. They also facilitate the implementation. After the initial fact finding, the
draft RFP will be reviewed with the board for distribution in October. Deadline for
receipt of RFP responses is planned for late November. The finalist review with the
Board and interview process is expected to be completed in the December/January
timeframe. The cost of this service to the Pension and OPEB fimds will be $18,000.
Motion to authorize Paul Schroder to sign the agreement for consulting services
made by Shiela Hayes,seconded by John John, all in favor.

B. Calendar year 2017 revised outside earnings report for service-connected disability
pensions.
C. Second request from Bonnie Cuprak to buy back prior service. Tabled to September
2018 meeting; requested opinion from Corporation Counsel.
IV. New Business
A. Applications for retirement:
1. Charles Whitty, Executive Director – Norwich Housing Authority, for a normal
retirement effective September 15, 2018.
2. Christopher Ferace, Deputy Chief of Police, for a normal retirement effective
October 2, 2018.
B. Pension Calculations:
1. Kevin McKeon, retired September 2, 2018. His pension is calculated for $22,404.25
annually. His application was approved at the August 2018 meeting.
2. Kenneth Scandariato, retired September 7, 2018. His pension is calculated for
$34,280.41 annually. His application was approved at the June 2018 meeting.
C. Applications for refund/rollover of pension contributions:
1. Timothy Wollman, Firefighter, who terminated August 17, 2018. Refund of
$30,907.49 with interest (thru 08/31/2018).
D. Notification of Death:
1. James Montie, DOD May 12, 2018, who retired from NPU on October 4, 2004. No
further benefit due.
E. Revised Retirement Plan Summary booklet for General City.
F. Employee(s) to be admitted into the City of Norwich Employees’ Retirement Fund:
