Minutes of the October 16, 2018 Personnel & Pension Board Meeting. Motion to approve the October 16, 2018 meeting minutes made by John John, seconded by Rich Morelli, all in favor. III. Old Business A. Review revised Retirement Plan Summary Book for General City tabled to the November 2018 meeting. Review and discussion with Brigid Marks about the changes to the revised Retirement Plan Summary of Benefits per coalition agreement and language updates. It is effective through January 1, 2028. Motion to approve the revised Retirement Plan Summary of Benefits made by Paul Schroder, seconded by Chris Golas, all in favor. B. Status of the draft RFP for Investment Services with Hooker & Holcombe. The RFP was released today, posted to the City website. Art Meizner provided the schedule for the selection process: Deadline for receiving questions 12/05/2018 City response to questions 12/13/2018 Proposals due 01/04/2019 Finalists selected week of 02/04/2019 Final presentations week of 02/18/2019 Vendor selected 02/22/2019 Paul Schroder reported Kate Pizzi, originally part of Hooker & Holcombe’s RFP team, has taken a position with Fiduciary Investment Advisors (FIA). Applications for retirement: 1. Paula Garnica, ESL Paraeducator-BOE, for a normal retirement effective October 12, 2018. 2. Helen Brown, ESL Paraeducator-BOE, for a normal retirement effective January 1, 2019. Motion to approve the applications for retirement made by John John, seconded by Chris Golas, all in favor. B. Pension Calculations: 1. Sharon Grillo, retired September 2, 2018. Her pension is calculated for $13,928.47 annually. Her application was approved at the August 2018 meeting. 2. Christopher Ferace, retired October 2, 2018. His pension is calculated for $91,372.49 annually. His application was approved at the September 2018 meeting. 3. Paula Garnica, retired October 13, 2018. Her pension is calculated for $15,364.68 annually. Her application is on the agenda at this meeting. Motion to approve the pension calculations made by John John, seconded by Scott Suplita, all in favor. C. Applications for refund/rollover of pension contributions: 1. Jennifer Alicchio, Paraeducator-BOE, who withdrew September 26, 2018. Refund of $3,573.11 including interest. 2. Donte Esposito, Firefighter, who terminated October 11, 2018. Refund of $5,441.22 including interest. 3. Gerard Gonzalez, LAN Technician/User Support, who terminated October 24, 2018. Refund of $5,675.84 including interest. Motion to approve the applications for refund made by John John, seconded by Chris Golas, all in favor. D. Notifications of Death: 1. Anne Kozakiewicz. DOD October 5, 2018, who retired from NPU on July 12, 1986. No further benefit due. Motion to acknowledge the notification of death made by Chris Golas, seconded by John John, all in favor. 2. James Willcox. DOD October 10, 2018, who retired from the BOE on December 1, 2017. Survivor benefit immediately payable to his spouse, Nancy Willcox, in the amount of $18,152.57 annually. Motion to acknowledge the notification of death and approve the survivor benefit made by John John, seconded by Rich Morelli, all in favor. E. Request from Ryan Thompson, Public Works Director, to extend the eligibility list for Laborer for one year. The current list expires on December 20, 2018. Motion to extend the eligibility list for Laborer for one year made by John John, seconded by Scott Suplita, all in favor. Review revised Retirement Plan Summary Book for Police. Review and discussion with Brigid Marks about the revisions to the summary booklet in accordance with the Police collective bargaining agreement approved in June 2018 and including language updates. Motion to approve the revised Police Retirement Summary of Benefits book made by John John, seconded by Chris Golas, all in favor. Paul Schroder made a motion to add under suspension of rules retiree requests for investment summary distribution (agenda Item IV.G.), seconded by John John, all in favor. G. Paul Schroder stated he has received requests from a few retirees for the annual summary of investments. In past years, the investment summary had been distributed, but now is available to all on the City of Norwich website. Brigid Marks will review the information presented on the website to determine if the information as presented is acceptable to send to retirees requesting the summary of investments. H. Notification of 2019 P&P Board meeting schedule. Motion to approve the distributed 2019 P&P Board Meeting Schedule made by Paul Schroder, seconded by John John, all in favor. I. Employees to be admitted into the City of Norwich Employees’ Retirement Fund: Motion to admit the following employees into the City of Norwich Employees’ Retirement Fund made by John John, seconded by Chris Golas, all in favor.
