1 CITY OF NORWICH NORWICH PUBLIC PARKING COMMISSION The following are the minutes of the regular meeting of the Public Parking Commission held at 5: 30 p.m., May 18, 2010 in the Buckingham Memorial Bldg. PRESENT: Mr. Alan Bergren, Mr. Pete Desaulniers, Ms. Laurie Glenney- Popovich Mr. Jeffrey Lord, Mr. William Nash, and Mr. Sean Ryan. ABSENT: Ms. Olive Buddington ALSO ATTENDING: Mr. Dan Kupferman, PARKEON In the absence of Chairwoman Buddington, Mr. Desaulniers called the meeting to order at 5:30pm, noting a quorum was present. MINUTES: On a motion by Mr. Bergren, second by Mr. Nash, the Commission voted unanimously to accept the minutes of the March 16,2010 regular meeting. On a motion by Mr. Bergren, second by Ms. Glenney-Popovich, the Commission voted unanimously to accept the minutes of the special meeting, held on April 6,2010. FINANCIAL REPORTS & BILLS TO BE PAID: A motion was made by Mr. Ryan, seconded by Mr. Nash to accept the financial reports and accounts payable reports for March & April 2010. The motion was voted on and passed unanimously. MINUTES NPPC MEETING 05/18/2010  2 At this time a motion was made by Ryan, second by Ms. Glenney-Popovich to suspend the agenda to allow Mr. Kupferman to proceed with his presentation. The motion was passed unanimously. Mr. Kupferman was in attendance at the request of the Commission to present information relating to parking kiosks. In the recent months, the Commission has been working on ideas to improve parking availability for downtown visitors. Parking kiosks have become a popular alternative to meters. The paystations negate the need for individual meters as each kiosk is able to monitor up to 8-10 parking spaces. The technology of the machines is impressive. The customer pays with either coins or a credit card and receives a receipt for “time” bought. The receipt is placed on the dashboard of the vehicle, allowing enforcement officers to easily see if the vehicle is in violation. The kiosks can be either solar or AC powered. They are equipped with wireless technology, so tracking is done through software. Malfunctions in the machine are reported immediately and most often can be easily repaired. If a machine is out of order, the customer is directed to purchase time from any other machine and place the receipt on the dashboard. The kiosks come with a 1 year warranty and there is a lease program available. The units cost approximately $9000.00 each, depending upon options. The Commission members expressed their thanks to Mr.Kupferman for accepting the invitation and providing the information requested. Mr. Kupferman informed the Commission that New London is currently considering parking kiosks as well. PUBLIC COMMENT: NONE CORRESPONDENCE: Accepted MINUTES NPPC MEETING 05/18/2010  3 NEW BUSINESS: Budget 2010-2011: On a motion by Mr. Ryan, second by Mr. Nash, it was voted unanimously to accept the budget as presented. OLD BUSINESS: NONE ANYTHING ELSE BROUGHT BEFORE THE COMMISSION: Ms. Rizzuto updated the Commission members as to the status of the vehicle. The car will be ready for use by June 1,2010, which coincides with the roll-out of the parking inititatives. All signage requests have been approved by the Police Chief. Sign changes will begin on May 26,2010 throughout the downtown area. Express zones will be clearly indicated. The informational meeting has been scheduled for May 25,2010 at 6pm in room 335 of City Hall. Press releases will be sent to the local newspapers.
