MINUTES OF NORWICH REDEVELOPMENT AGENCY MEETING May 24, 2010 MEMBERS PRESENT Tom Marien Marge Blizard Timothy Smith Anthony Jacobs Leland Loose Sofee Noblick Carol Maranda MEMBERS ABSENT None OTHERS PRESENT Konnie Morrell – Attorney Claire Bessette- New London Day I. Call to Order – Chairman T. Marien called the May 24, 2010 meeting to order at 5:09 p.m. II. Determination of Quorum It was determined a quorum was present. III. Approval of Minutes, April 26, 2010-Motion to approve M. Blizard, 2nd L. Loose,S. Noblick abstained, motion carried . IV. Correspondence - None V. Unfinished Business a. Update on the Reid & Hughes Building Sachem Fund award notification should be mailed out soon. RDA to monitor to see final outcome. b. NCDC Economic Development Process Process is continuing. Planning phase is gradually shifting to an implementation phase. Group continues to meet. Redevelopment Agency Minutes May 24, 2010 Page –2- c. Closure on EDP Process – Shipping Street RDA sponsored this process and final paperwork has been submitted. T. Marien to email documents to RDA members. This item will be removed from agenda. VI. New Business a. Brownfield’s Assessment Process T. Marien volunteered the RDA to take the lead on this issue with T. Smith heading up this research. How does the RDA go about this process? Need to develop list in order of priority (potential use and severity). Does ranking as far as contamination level play a part in funding eligibility? T. Marien explained that access and intended use play a large part in funding approval. Final use also determines funding (parking lot requires less clean-up than playground, etc.) Report given by T. Smith: Gave a definition of brownfield site. He read a listing that the State currently has for brownfield sites in Norwich. There are different agencies in CT that can support brownfield redevelopment/clean-up. T. Marien feels that these data bases are not all inclusive. He suggested contacting the Planning Dept. to get an inventory of Norwich brownfields(either active or inactive) or any info they have on this subject. T. Smith to contact Peter Davis to get this info and come up with a list for the next meeting. S. Noblick suggested listing all “aliases” that a property is known under in addition to the street address for identification purposes. VII. Meeting adjourned at 5:45 p.m.
