1 CITY OF NORWICH NORWICH PUBLIC PARKING COMMISSION The following are the minutes of the regular meeting of the Public Parking Commission held at 5: 00 p.m., September 18, 2012 at the Buckingham Memorial Building. PRESENT: Ms. Olive Buddington, Mr. Alan Bergren, Mr. Tucker Braddock, Mr. Peter Desaulniers, Mr. Jeffrey Lord and Mr. Sean Ryan. ALSO: Mr. Jason Vincent ABSENT: Mr. Charles Jaskiewicz Co-Chairperson Buddington called the meeting to order at 5:05pm, noting a quorum was present. PUBLIC COMMENT: Mr. Jason Vincent introduced himself to the Commission members and proceeded with a power point presentation of information he has amassed on parking in the City. The information included public an private parking spaces, how they are presently used and more importantly how the information can be provided to the public and interested investors. The emphasis will be on getting the information on the “web”, so it can be accessed easily and quickly. Mr. Vincent has been working on internet access and investigating “apps” for ease of access. When completed, the information will also be accessible on the City’s website. The Commission members were impressed with the presentation and assured Mr. Vincent that we would be willing partners in his effort. The members directed Ms. Rizzuto to work with Mr. Vincent on this project and assist him whenever possible. Mr. Vincent thanked the members for their time and their promise of cooperation. MINUTES NPPC MEETING 09/18/2012 2 MINUTES: On a motion by Mr. Bergren, second by Mr. Lord, the Commission voted unanimously to accept the minutes of the May 15, 2012 regular meeting. FINANCIAL REPORTS & BILLS TO BE PAID: A motion was made by Mr. Desaulniers, second by Mr. Ryan to accept the financial reports and accounts payable reports for May 2012 through July 2012. The motion was voted on and passed unanimously. OLD BUSINESS: An update on changes implemented this summer was provided. Effective July 1, 2012 : Meters were removed from the Main St. Garage and Railroad Ave. Parking in the Main St garage is now free, for 4 hours maximum, once per day. Monthly permits and day passes are still available. An attendant is on site in the garage from 9am-1030am daily. Parking in the Railroad Ave. Lot, is free for 2 hour parking. The posted hours for all parking restrictions are 7am-4pm, Monday through Friday. This time frame extends to parking throughout the downtown area, leaving evenings and weekends unrestricted. Essentially, these changes make all short term, public parking in this City FREE. At the request of the Harbor Management Commission, we expanded the “No Parking” at the Boat Launch. This will make it easier for the boaters to maneuver their boats in and out of the water. The new “express zones” on Main St and Franklin Square have been signed and are being used.
