1 CITY OF NORWICH NORWICH PUBLIC PARKING COMMISSION The following are the minutes of the regular meeting of the Public Parking Commission held at 5: 00 p.m., May 21, 2013 at the Buckingham Memorial Building. PRESENT: Ms. Olive Buddington, Mr. Alan Bergren, Mr. Jeff Lord and Mr. Sean Ryan. ALSO: Mr. Jason Vincent ABSENT: Mr. Tucker Braddock, Mr. Pete Desaulniers and Mr. Charles Jaskiewicz. Co-Chairperson Buddington called the meeting to order at 5:14pm, noting a quorum was present. PUBLIC COMMENT: Two written protests were addressed by the Commission members. After discussion and consideration of the written protests, related photos, information regarding Connecticut State Statutes cited and initial protest responses, the Commission members decided to uphold the violations. As a courtesy, the members waived the penalty fee as long as the original fines are paid by May 29, 2013. The motion to uphold the violations as noted above was made by Mr. Ryan, second by Mr. Lord. Voted on and passed unanimously. MINUTES NPPC MEETING 05/21/2013  2 MINUTES: On a motion by Mr. Ryan, second by Mr. Lord, the Commission voted unanimously to approve the minutes of the January 2013 meeting. Also noting that the March 2013 was cancelled due to weather. FINANCIAL REPORTS & BILLS TO BE PAID: A motion was made by Mr. Bergren, second by Mr. Ryan to accept the financial reports and accounts payable reports for January through April 2013. The motion was voted on and passed unanimously. CORRESPONDENCE: The correspondence was accepted as presented. No action required, informational only. MINUTES NPPC MEETING 05/21/2013  3 NEW BUSINESS: BUDGET 2013- 2014: Ms. Buddington stated that the budget as presented , reflected very little increase. The increase were relative to costs that we do not control, i.e. postage, utilities and gas. A motion was made by Mr. Ryan to accept the budget as presented, second by Mr. Lord. The motion was voted on and passed unanimously. ANYTHING ELSE BEFORE THE COMMISSION: Mr. Ryan suggested that the Commission members consider cancelling the July 2013 meeting. In the past, the Commission has not had a quorum for the mid-summer meeting due to vacations and other commitment conflicts. It was also mentioned that if a situation arose that could not wait until the September meeting, a special meeting would be convened. The motion to cancel the July 2013 meeting of the Parking Commission was made by Mr. Ryan, second by Mr. Lord. Voted on and passd unanimously.
