1 CITY OF NORWICH NORWICH PUBLIC PARKING COMMISSION The following are the minutes of the regular meeting of the Public Parking Commission held at 5: 00 p.m., September 17, 2013 at the Buckingham Memorial Building. PRESENT: Mr. Alan Bergren, Mr. Pete Desaulniers, Mr. Jeff Lord and Mr. Sean Ryan. ALSO: Mr. Jason Vincent ABSENT: Ms. Olive Buddington, Mr. Tucker Braddock, and Mr. Charles Jaskiewicz. Co-Chairperson Desaulnier called the meeting to order at 5:04pm, noting a quorum was present. At this time, there was no one present other than Commission members. The Public Comment period of the meeting was closed. MINUTES: On a motion by Mr. Bergren, second by Mr. Ryan, the Commission voted unanimously to approve the minutes of the May 2013 meeting. Also noting that the July 2013 was cancelled. At this time, 2 residents of Freeman Avenue entered and asked to address the Commission. A motion was made by Mr. Ryan to reopen the Public Comment sector of the meeting. The motion was second by Mr. Bergren, and passed unanimously. PUBLIC COMMENT: Two residents of Freeman Avenue were present to express their concerns with the parking situation on Freeman Avenue. Considering that he Commission does not have the authority to change signage, they were directed to address their concerns to the Police Department. They were reminded that the foremost concern, when parking signage is posted, is the safety of the Public. It is imperative that emergency vehicles, as well as public works and sanitation vehicles have unencumbered access to the streets in the City. Street surveys are done before any signage is changed or posted. MINUTES NPPC MEETING 09/17/2013  1 The residents thanked the Commission and responded that they have been in contact with the Police Department, and would continue to work with them towards a resolution of their concerns. FINANCIAL REPORTS & BILLS TO BE PAID: A motion was made by Mr. Ryan, second by Mr. Lord to accept the financial reports and accounts payable reports for June through August 2013. The motion was voted on and passed unanimously. ANYTHING ELSE BEFORE THE COMMISSION: The Commission members were informed that due to paving in the area, arrangements had been made in conjunction with DPW, to allow residents of the affected area to use the top 2 levels of the Main Street garage for parking through October 4, 2013. It was also mentioned that several inquiries have been made by citizens regarding the condition of Main Street and when it was going to be repaved. I contacted Barry Ellison, Director, DPW and asked for a general timetable for completion. I was informed that the upper part of Main St. will be repaved before the winter of 2013. The remaining part of Main St. still has utility work to be done and that project will not be complete until summer of 2014. Baiscally, line striping and street marking should be complete on Main Street by the end of summer 2014. Mr. Desaulnier requested that Mr. Ellison be contacted to post the information on the City website, to allow citizens access to the information. The posting should be done in conjunction with the NPPC, including the timeline for repainting/ restriping the downtown streets. Mr. Bergren requested that he be included with the email. He also stated that Jill will post the information to the website if necessary. ADJOURNMENT: Motion made to adjourn by Mr. Desaulniers, second by Mr. Ryan. Voted on and passed unanimously.
