CITY OF NORWICH
NORWICH PUBLIC PARKING COMMISSION
The following are the minutes of the regular meeting of the Public Parking Commission
held at 5: 00 p.m., November 21, 2017 at the Intermodal Transportation Center.
PRESENT: Ms. Joanne Philbrick, Mr. H. Tucker Braddock, Mr. Jeff Lord, Mr. Sean Ryan.
ABSENT: Mr. John Salomone and Mr. William Nash
Mr. Braddock called the meeting to order at 5:00pm, noting a quorum was
present.
PUBLIC COMMENT: NONE
MINUTES:
A motion was made by Mr. Ryan, second by Mr. Lord, to accept the minutes of the
September 19, 2017 as written.
The vote was unanimous.
FINANCIAL REPORTS & BILLS TO BE PAID:
A motion was made by Ms. Philbrick, second by Mr. Lord to accept the financial reports
and accounts payable reports for September and October 2017.
The motion was voted on and passed unanimously.
NEW BUSINESS:
2018 MEETING SCHEDULE
The Commission members were provided the listing of meetings scheduled for 2018.
No changes requested. No action required.

ANYTHING ELSE BROUGHT BEFORE THE COMMISSION:
The Viaduct Lot was discussed . The Commission was asked about the possibility of
upgrading the lighting and placing security cameras in the lot.
Mr. Ryan was designated to contact Ms. Fawn Walker, of NPU, to request an estimate of the
expenditure required to update the lighting to LED. Ms. Rizzuto will contact Chief Daley to
find out who installed the cameras for the Police Dept. Mr. Hathaway will also be contacted
for his opinion on the procedure to follow .
The kiosks, originally intended for use at the Transportaion Center, continue to be stored
and unused. Ms. Philbrick has been in contact with Mr. Hathaway, exploring the
possibility of selling them to another community that will be able to use them. The
Commisison members agreed that the longer they remain in storage, their value depreciates
significantly. Ms. Rizzuto was directed to write a letter from the Commission to Mr.
Hathaway, expressing the urgency to recycle the kiosks.
ADJOURNMENT:
Having no further business to discuss, a motion was made by Ms . Philbrick, second by Mr.
Lord, to adjourn the meeting. Voted on and passed unanimously.
Meeting was adjourned at 5:40 pm.
