CITY OF NORWICH
NORWICH PUBLIC PARKING COMMISSION
The following are the minutes of the Regular Meeting of the Public Parking Commission held at
5: 00 PM, March 15, 2022.
PRESENT: Ms. Stacy Gould, Mr. Sean Ryan, Mr. John Salomone,
Mr. Tucker Braddock and Mr. Swarnjit Singh
ALSO : Ms. Joanne Philbrick, Mr.Jason Ziegler
ABSENT: Mr. Jeffrey Lord & Ms. Tracey Burto
In the absence of Mr. Lord, Mr. Braddock called the meeting to order at 4:59 pm, noting
a quorum was present.
PUBLIC COMMENT:
Mr. Jason Ziegler addressed the Commission first. He was in attendance to request a fee waiver for
spaces leased for the Shannon Building. The Commission members had the opportunity to ask
questions and discuss his request.
Ms. Philbrick spoke next regarding issues related to Handicap parking throughout the City and the
accessibility, (or lack thereof), for disabled persons coming in to the City. Whether for business or
pleasure, the ability for disabled persons to access a sidewalk or park in close proximity to their
destination is challenging. Mr. Braddock thanked Ms. Philbrick for attending and stating her concerns.
He assured her that the the intent of this City is to encourage people to come downtown and take
advantage of all the City has to offer. He stated that her comments would be forwarded to the proper
departments for consideration.
APPROVAL OF MINUTES:
A motion was made by Ms. Gould to approve the minutes of the NPPC meeting held on
January 11, 2022. The motion was seconded by Mr. Singh.
The vote was unanimous to pass the motion.

APPROVAL OF FINANCIAL REPORTS:
A motion was made by Mr. Singh, second by Mr. Ryan to accept the NPPC Financial Reports from
January & February 2022, as submitted.
The motion was voted on and passed unanimously.
ANYTHING ELSE BROUGHT BEFORE THE COMMISSION:
Further discussion ensued related to the request of Mr. Ziegler.
Mr. Ziegler had submitted a similar request last year. The Commission members decided to schedule a
special meeting, via turbobridge, on Tuesday, March 22,2022, to vote on the request.
The future of the Parking Commission was also discussed. Changing habits, technology advances and
the fallout from the COVID-19 pandemic have all lead to some things being done differently or
eliminated. There will be further discussions in the coming months to determine the best way to deal
with the changes going forward.
ADJOURNMENT:
Having no further business to discuss, a motion was made by Ms. Gould, second by Mr. Ryan to
adjourn the meeting.
Motion voted on and passed unanimously.
Meeting was adjourned at 06:24 pm.
