PUBLIC SAFETY COMMITTEE MINUTES Wednesday November 14, 2012 Emergency Operations (NPU) 7:00 P.M. Committee Members Present Alderman Mark Bettencourt Alderman H. Call to Order – Quorum Alderman Mark Bettencourt called the meeting to order at 7:03 p.m. It was determined a quorum was present. II. Approval of Minutes - Minutes of September 12, 2012. Alderman H. Tucker Braddock Jr. motioned to approve the September 12, 2012 minutes, seconded by Alderman Mark Bettencourt. All in favor, the motion passed. III. Correspondence None IV. Citizen Comment None V. New Business a. EOC SWOT Analysis Chris LaRose from NPU did a power point presentation (attached). Also, Chief Jencks will present his SWOT report at a later date. NPU gave assistance to Public Works during Hurricane Sandy. There was also a report that there weren’t enough barriers during the storm. b. Discussion – Post Referendum, where do we go from here? Public Safety Meeting Minutes November 14, 2012 Page 2 of 20 Alderman Mark Bettencourt asks for input on how to address some of the space problems that the Police Department is trying to deal with. For example the need for interview space. Perhaps there can be “sub stations” – other City owned buildings that are currently not in use. City Manager Alan Bergren states that it will be bumpy but things have been for a while. Alderman Mark Bettencourt firmly believes that other un-used City space should be made available. The current PD is obviously inadequate. There needs to be outside-of-the-box thinking. This is one City, not the City and the Police Department. City Manager Bergren states that the City will accommodate the department and public in any way possible but it won’t solve the issues. There is still the desire to provide the best quality service as is possible. c. Schedule of Meetings for 2013 Upon motion of Alderman H. Tucker Braddock Jr., seconded by Alderman Mark Bettencourt, it was unanimously voted to accept the 2013 meeting schedule (attached). VI. Old Business a. City Manager Alan Bergren stated that he is sending out letters about the need for the 395 turn-around. b. Chief Blanchard states that the annual fire hose testing has been performed. Yantic lost 800’ of hose and recaptured 200’ (cut and re-used). Chief Aaron Westervelt stated his company lost 700’ this year. Every year calculate for 600’ of loss into the budget. Occum lost 1,300’ and as such they now have no back-up hose. Chief Scandariato stated that he lost 1,250’ of 1 ¾” but it was over 28 years old. VII. Other Chris LaRose states that the Fiber Optic change-over has been delayed due to equipment delivery delays. VIII. Adjournment Alderman H. Tucker Braddock, Jr. motioned to adjourn, seconded by Alderman Mark Bettencourt.
