PUBLIC SAFETY COMMITTEE MINUTES City Council Chambers 100 Broadway, Norwich Wednesday, February 8, 2023 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone, City of Norwich; Chief Patrick Daley, Norwich Police Department; Director of QA Glenn Arremony, American Ambulance; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya; East Great Plain: Chief Keith Milton; Laurel Hill: Deputy Chief Peter Clark; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse and Taftville: Chief Timothy Jencks. Citizens Present: Joanne Philbrick. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting to order at 7:09 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the January 11, 2023 regular meeting minutes, with some minor corrections. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: Joanne Philbrick of 10 Elm Avenue stated she felt the city had a civic responsibility to inform citizens of occurrences in the city and that she was contacted that day from numerous citizens regarding gunshots heard around McKinley Avenue the previous day. Joanne Philbrick also discussed her concerns with panhandlers and gangs of illegal street bikes that race through city neighborhoods. Joanne Philbrick expressed her desires for improved assistance from dispatch regarding similar issues and that city agencies try to better engage the community regarding ongoing occurrences, be them positive or negative. V. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: President Pro Tem DeLucia reported that the City Manager advised him a Chief’s Meeting had not occurred since the last Public Safety meeting and that there would be a report at the next regularly scheduled meeting. b. Dispatch & Radio System Upgrades Update: Chief Tracy Montoya reported he met with the radio project team twice in the past month and that they hosted a live demo, which all departments were invited to. Chief  Montoya stated that once all four platoons at NFD were covered they would move onto the other departments. Chief Montoya added that the current time frame for Norwich apparatus was currently March. Chief Montoya reported that on the CAD side there were virtual meetings attended and he met with all of the departments to discuss beat response areas. Chief Montoya stated the departments divided each of the city districts into separated beats for different responses. Chief Montoya stated they would push the district maps and run cards onto the Motorola team for provisions with CAD. Chief Montoya stated that the last timeline he was provided for CAD was summertime due to waiting on equipment to arrive. b. Traffic Enforcement Update: Chief Patrick Daley arrived at 7:18PM. Chief Daley reported a lot of vehicle stops had been conducted throughout the past month and that the department received 10 speed advisory signs that would go out throughout the city. Chief Daley stated the department was also taking advantage of the recent fair weather and increased foot patrols in downtown. Chief Daley thanked the city for its support in the firearm transition. Alderwoman Burto asked what could be done in regards to the gangs of reckless recreational vehicle drivers on the roads. Chief Daley suggested a citywide ordinance to seize similar types of vehicles if they are not registered. Chief Daley reminded that by law the police department is not warranted to chase drivers of such vehicles. Chief Daley stated that the ordinance in Hartford as well as the scheduled crushing of unregistered vehicles seemed to be effective. President Pro Tem DeLucia asked if Alderwoman Burto would work with the chief on investigating options on what could be done and bring back ideas to be discussed amongst the committee. Alderwoman Burto responded that she would do that. President Pro Tem DeLucia noted that for the last quarter of 2022 Chief Daley reported a 16 percent infraction enforcement rate and asked how that data tracked in comparison to the number of stops that were made. Chief Daley responded that the data fluctuates based on the time of year but for the size of the community it serves the NPD enforcement rate is in the average range for the state, which is 15 to 25 percent. President Pro Tem DeLucia and Chief Daley discussed the change in traffic volume calls throughout the months. c. Automatic Aid Events Update: President Pro Tem DeLucia asked departments to include automatic aid updates in their reports. VI. New Business: a. Department and Agency Updates: SEE ADDENDUM I FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported that reservoirs remain at full pond. Eric McDermott stated that NPU was fairly busy the past weekend with the cold front and that all utilities performed well with no disruptions in service. Eric McDermott reminded all fire chiefs to submit water usage reports as they help NPU to maintain the water distribution system. Eric McDermott stated that NPU was conducting its annual and electrical safety training and that Chris Golas should have reached out to all departments. Alderwoman Tracy Burto asked in light of recent events what was being done to  protect power structures. Eric McDermott responded that NPU works closely with the police department, as well as other public safety groups, to monitor facilities and update them on best practices. ii. American Ambulance: Director of Quality Assurance Glenn Arremony discussed the various types of calls for the month including 199 ALS and 338 responses, with a total of 537 calls. Glenn Arremony noted that 23 percent of the response volume were canceled calls. Glenn Aremony discussed the statistics and demographics of calls. iii. Police Department Update: Chief Patrick Daley reported that the NFD is scheduled to have their radio system installed the second week of March. Chief Daley added that the CAD RMS and hardware was installed that week. Chief Daley stated the software would be installed remotely and that NPD and dispatch staff were working to build the provisions for the system. Chief Daley stated the prevision teams from CAD RMS should be meeting in April, with the end of the CAD project projected for six months out. Chief Daley moved on to the Traffic Enforcement Update (see above). Chief Daley reported the replacement of the station as a critical need. iv. Emergency Management Update: Chief Tracy Montoya reported that PPE ordered by Uncas Health District were delivered to EM headquarters however there was a miscommunication and they received many unrequested items. Chief Montoya stated they are working with the state to have the pallets picked back up. Chief Montoya reported EM is working on a grant for electrological meters. Alderwoman Stacy Gould asked if any warming shelters were opened during the cold weather on February 4th. Chief Montoya responded that there were not but EM arranged with St. Vincent De Paul soup kitchen and Norwich Human Services to make contact with known individuals in need and, based on the last conference call he had, everyone seemed to be covered. Chief Montoya added there were discussions on opening warming shelters but there was a struggle to find resources for nighttime hours. v. Fire Department Updates 1. Norwich: Chief Montoya reported 201 calls for the month. Chief Montoya reported significant responses as an automatic aid structure fire at 12 Prentice Street on January 12th; a fourth floor fire at 607 Norwich Avenue on January 17th where mutual aid was provided to Taftville; an automatic aid chimney fire at Arlington Heights on January 22; the Hillendale chicken coop fire on January 28th at 12 Schwartz Road in Bozrah; an automatic aid structure fire on January 29th at the former Norwich State Hospital property, in a vacant dwelling; and a FAST response to 239 Fitchville Road in Montville on February 4th. Chief Montoya noted, in regards to the January 17th call, he felt NFD should be automatic aid for all fire alarms at Ponemah Mill due to the size and occupancy of the building. Chief Montoya reported that Motorola conducted a second demonstration and overview of the new radios. Chief Montoya reported that after action reviews were conducted for the fire last month at 112 Norwich Ave, which had a mayday call. Chief Montoya noted that while AARs are typically completed, for this all departments and entities involved were included to review call operation communications and things that can be improved. Chief  Montoya noted it was a big step forward for all the departments to be working together. Chief Montoya reported the replacement of Squad A as a critical need and that they were awaiting on a date to pull Marine 1 out of the water for routine maintenance. Chief Montoya reported that Tower 25 and Ladder 5 were both recently out of service for a period of time leaving Truck 1 as the only aerial in the city. Chief Montoya stated there were discussions with Taftville on putting Truck 2 into service. Chief Montoya reported that Battalion Chief Despathy recently retired so they are looking to promote officers based on that. Chief Montoya reported that three personnel were positive with COVID over the month all of which have returned to work with no issues. Chief Montoya reported that NFD had plenty of PPE and test kits in stock. Chief Montoyta stated that the next chief’s meeting was scheduled for February 23rd. Chief Montoya reported that since November 1st there were 28 incidents of automatic aid provided by NFD and 13 incidents of automatic aid being received by NFD. Chief Montoya continued that of those 28 provided calls 7 occurred in the month of January and that two of the 13 received calls occurred in January. Chief Montoya discussed the types of calls provided and received. Chief Montoya noted that Laurel Hill Fire Department was the closest in proximity of covering the NFD district. President Pro Tem DeLucia stated he would like to track the automatic aid data monthly and perhaps have it included in the monthly statistical reports. 2. Taftville: Chief Timothy Jencks reiterated that Taftville and NFD worked well together during the automatic aid fire call on Prentice Street. Chief Jencks reported there were issues with the portables not functioning at the Ponemah Mills call on January 17th and was not sure if it was caused by the brick building. Chief Jencks discussed what the call entailed. Chief Jencks reported that Taftville provided a mutual aid FAST response to the Bozrah Schwartz Road exterior fire and that Engine 21 was requested shortly after arriving. Chief Jencks reported three new members with one attending their fire physical, two attending the Fire 1 course and one also attending the EMT class. Chief Jencks discussed ongoing training. Chief Jencks reported that their tower was out of service since it lost its fan belt when responding to a mutual aid call that past Saturday. Chief Jencks stated it has been having an air compressor issue with the brake system but the problem was located and they are working on acquiring the parts to get it fixed. Chief Jencks stated he would get all the information for run cars into Chief Montoya on Monday. Chief Jencks discussed various meetings attended in person and virtual. Chief Jencks reported critical needs as the parking lot replacement and the hood system for the kitchen. Chief Jencks reported no current COVID impacts. Chief Jencks stated he reached out to the Emergency Management by email last week inquiring how to address the cold front coming in, since the governor didn’t issue an action plan, but he did not receive a response. Chief Jencks continued that Taftville crews made visits to homeless encampments in the district to ensure they were evacuated. President Pro Tem DeLucia asked that the cold weather protocol be put on the next chief’s meeting agenda. President Pro Tem DeLucia asked how long it took the sprinkler to be secured at Ponemah Mills. Chief Jencks stated he was unsure of the exact time as a mutual aid department shut the system off, but noted it did take time for the system to drain as  the fire was on the fourth floor. President Pro Tem DeLucia asked if there was a plan to develop a familiarization program of major buildings given the automatic aid changes. Chief Jencks responded that it was something that was exercised in the past and that they would work to improve with the new MDTs and CAD system. Chief Jencks reported that the new radios should have been installed the previous month and that the low band radios were continued to be phased out. President Pro Tem DeLucia responded he was under the impression the city was maintaining the low band radios in order to communicate with departments outside of the city. Chief Jencks stated it was his understanding that there should not be issues in the city of Norwich and that other towns were beginning to upgrade their systems. Chief Jencks continued that it was also his understanding communications would improve in the larger facilities with the new system. 3. Yantic: Chief Bill Eyberse reported COVID supplies were adequate and that personnel were still wearing PPE on calls. Chief Eyberse reported Rescue 3 had been out of service for a week and would likely be out for a second with radiator issues. Chief Eyberse added that Engine 32 went out of service the previous night and would also likely be out for the week. Chief Eyberse reported the replacement of Squad 36 as a critical need. Chief Eyberse added the firehouse was having ongoing furnace repairs that he had spoken to the City Manager and City Comptroller about. Chief Eyberse reported the Norwich Free Academy fire service introduction program started that past weekend at headquarters. Chief Eyberse reported that one member completed the Firefighter 1 class. Chief Eyberse stated that Yantic responded via automatic aid to the Bozrah chicken coop fire, the Bozrah residential structure fire, and the fire at McKinley Avenue. Chief Eyberse reported that Yantic received automatic aid from NFD at an incident on Cottonwood Lane as well as a malfunctioning pellet stove in Arlington Heights and a water and furnace on 34 Town Street. Chief Eyberse reported that on February 26th Yantic would be completing all OSHA training. Chief Eyberse reported Yantic members attended both recent AARs and agreed that all departments worked very well together. Chief Eyberse noted the LUCAS tool was used the other day and resulted in a successful save. Chief Eyberse reported that Yantic had been quite busy the past week with cold weather emergencies most notable as frozen water line at the Norwich Convalescent Home which displaced nine clients. Chief Eyberse reported a downtick in call volume with a total of 47 for the month including six fires, 18 medical calls and five motor vehicle accidents. President Pro Tem DeLucia asked where things stood regarding the conversion of heat in the firehouse. Chief Eyberse responded he reached out to vendors that past summer and only had one interested. Chief Eyberse continued that vendors were scheduled to come and make assessments. Chief Eyberse noted the gas line currently reaches down to the firehouse. 4. Occum: Chief Scott Eggert reported no automatic aid calls provided or received for the month. Chief Eggert reported 14 calls for the past month, four of which were mutual aid, with two calls being canceled by dispatch. Chief Eggert stated Engine 41 was out of service for 24 hours and noted the replacement of the 1991  vehicle as a critical need. Chief Eggert reported 35 current members and discussed ongoing membership training. Chief Eggert stated Occum would be hosting a cold water rescue class on February 25th and 26th. Chief Eggert stated that Occum continued to monitor CDC COVID guidelines and were preparing for the radio installation. Chief Eggert reported that Occum’s beats were finalized and sent back to Chief Montoya. 5. East Great Plain: Chief Keith Milton reported EGP continued to hold regular monthly trainings and yearly annual trainings.Chief Milton discussed ongoing and upcoming membership courses and trainings. Chief Milton stated that PPE supplies were sufficient and all members who were affected by the recent COVID outbreak had returned. Chief Milton stated that members would be getting together to work on EGP’s beats to provide to Chief Montoya. Chief Milton reported that EGP also had a busy weekend with the weather and multiple calls. CHief Milton stated that critical needs remained the replacement of Engine 52 and the firehouse parking lot. 6. Laurel Hill: Deputy Chief Peter Clark reported one member enrolled in EMT class, one in Fire 1 class and that a new member joined in January with EMT training. Deputy Chief Clark stated that Laurel Hill would be attending a training on February 21st at EGP with NPU. Deputy Chief Clark reported significant events at the Hillandale Farm response and the incident at the former Norwich State Hospital Property. Deputy Chief Clark reported that all automatic aid responses went well. Deputy Chief Clark reported the replacement of Hose Tender 6 as a critical need. VII. We attended a Crime Watch meeting for Norman Road residents. For the Martin Luther King holiday, we assisted with traffic and road closures to a planned walk downtown with local residents. Officer Carmody and Sgt. Chastang presented at an NFA event highlighting different career pathways. It was a great event in which we got to speak with several freshman classrooms. We attended the Campus Resource Team event where we met with Campus staff regarding domestic violence and sexual assault response. We also attended a presentation from Safe Futures as part of the event. We accepted a donation that consisted of several blankets on behalf of the Norwich Bully Busters. The intent is to provide the blankets to those in need in our community. Several checks and patrol walkthroughs of the Otis Library and Saint Vincent De Paul Place. The delivery contractor delivered a large quantity of items that we did not order. We are working with the State to have the items picked back up by the contractor. Meetings attended in person or virtually: - Radio and CAD project meetings. - Sheltering meeting. - REPT meeting. - Norwich Veterans Center meeting. - Hartford Healthcare and AASI meetings Fire Department Response data: Incident data was submitted for the 201 calls we had over the month of December. Please let us know if there are any questions on the data as submitted. Significant responses: - 12JAN – 12 Prentice St. in Taftville, Automatic Aid - structure fire. Crews were dispatched along with Taftville to a report of an outside fire with possible extension to the structure. NPD on scene reported a working fire. TVFD units arrived and began fire attack. NFD units arrived and provided water supply to ET-21, forced entry to conduct primary and check for interior fire spread. T-1 and T-25 crews performed roof operations and checked the attic for fire extension. Fire was placed under control in approximately 45 minutes. No firefighter nor civilian injuries reported. Fire is under investigation by members of the Fire Marshal office. - 17JAN – 607 Norwich Ave in Taftville, mutual aid – fire. Crews responded to a report of a fire on the 4th floor. Initial call was for Taftville and Occum to respond to a report of a fire alarm. Car 2 on scene in 2 minutes reporting nothing showing. Upon further investigation and finding smoke on the 4th floor a working fire was called by Car 2, which initiated the City response. On arrival crews assisted with checking for extension, checking for water damage and securing the sprinkler system. The fire was controlled by the sprinkler system, with smoke and water damage. @ 23 were displaced due to water damage. Of note for this building, I believe NFD should be on Automatic Aid for all fire alarms. This is the second fire at the complex that was initially reported as a fire alarm. A fire alarm response calls for Taftville and Occum, but not NFD. NFD units for this call were dispatched 16 minutes after the initial call. Those are critical minutes in an occupancy of this type and size. - 22JAN – Arlington Heights in Yantic, automatic aid – chimney fire. Crews  responded along with Yantic to a reported chimney fire, smoke in the residence. Crews reported a light smoke condition and investigated. Crews worked together to check the chimney, and interior, and ventilated. No firefighter nor civilian injuries reported. - 28JAN – 17 Schwartz Rd in Bozrah, mutual aid, FAST – structure fire. Crews responded as FAST on a multi-alarm fire. Upon arrival, operations had transitioned to defensive mode and crews were released. No NFD injuries reported. - 29JAN – Former Norwich State Hospital property in Laurel Hill, automatic aid – structure fire. Crews responded along with Laurel Hill for report of structure fire. Upon arrival working fire confirmed in a vacant dwelling. Crews stretched an attack line to control the perimeter area brush that was burning and the fire building once it collapsed. No firefighter nor civilian injuries reported. Fire is under investigation by members of the Fire Marshal Office. - 04FEB – 239 Fitch Hill Rd. in Montville, mutual aid, structure fire FAST. Crews responded as FAST to a residential fire. Upon arrival on-scene crews were conducting an interior operations on residence with fire through the roof. Crews staged FAST equipment, threw ground ladders, and conducted further size up. Interior crews were withdrawn and transitioned to an exterior attack. NFD crews released from the scene. No NFD injuries reported. This was the extremely cold morning, I believe -8 was reported at the time of the fire. Notable events: - Second demo and system overview of the new radios for clarification on the system. Once NFD goes through all 4 platoons, we will pass it on to the VFDs for their familiarization. - AARs were conducted for the fire at 112 Norwich Ave. Critical incident due to the mayday that occurred. We held an AAR at HQ with invitations to the departments involved. Dispatch, NPU, MTFD, Taftville, and Yantic attended. One was also held in Taftville with Yantic and Dispatch again participating. NFD holds AARs after significant incidents to review operations, communications, and other aspects of the call with the intent to have open, honest dialogue on lessons learned. To do this as a collective group is a positive step forward for us as we work more and more together. One of the big takeaways was the need for joint training and standardized guidelines. Apparatus/Equipment Needs: - Squad-A - Marine-1 fire pump is winterized but the boat has not been pulled yet for routine maintenance, still awaiting for a date to be scheduled with Fleet Maintenance. - Tower-25 and Ladder-5 were both OOS, leaving Truck-1 as the only aerial citywide. After discussion, Truck-2 was offered to be put in service in Taftville, but that was not done. Staffing/Training: - Battalion Chief Greg Despathy retired after 30 years of dedicated service to the City. I thank him for his decades of service and I wish a happy and healthy retirement to him and his family. His departure will lead to promotion opportunities in all Officer ranks in the coming weeks. - One new hire began his career with NFD yesterday. He will have a week of orientation with the City this week, then begin the CFA Recruit Program next week. - Fire Marshal in service training completed by FMO staff. - Members continue to work on requirements for their annual physicals, we have just a few  personnel left to complete. Facilities/Equipment: - Vendor previously selected for work on HQ showers backed out of the job, we are awaiting other bids. COVID: - 3 personnel were COVID positive over the month. All have since returned to full duty. - PPE supplies remain plentiful, please reach out to us if your department needs supplies. Fire Services: - Next meeting with City Manager is scheduled for 23FEB. - CAD Beats and run cards were reviewed with the Chiefs of each department. Automatic Aid: as this is the first month reporting, I will include total numbers to date, but going forward it will be a monthly report. - Auto Aid given: 28 incidents, 7 in the month of January.
