The regular meeting of the Public Works and Capital Improvements Committee was held on Tuesday
February 21, 2023 at 4:00 p.m at 50 Clinton Ave. Attendance was as follows:

1. CALL TO ORDER
The meeting was called to order at 4:00 p.m
2. APPROVAL OF MINUTES
The minutes of the January 17, 2023 meeting were unanimously approved, with a correction to
the year of the meeting. (Motion: Singh Second: Gould)
3. CITIZEN COMMENT
Joann Philbrick was present to inquire about possible plans to take down the dead end sign at
Connecticut Ave Ext., as you enter it from Connecticut Ave., because it confuses traffic.
McLaughlin said he would cover the sign up.
4. OLD BUSINESS
A. Public Works Projects Updates
• Sherman Street Bridge – Utility work on Asylum St. is continuing. Finishing up the water
connection and coordinating with NPU for gas and the fire hydrant. The project is on
schedule to start work on the second bridge this spring.
• Uncas Leap Heritage Park – going out to Bid shortly.
• Annual Paving Contract – opening Bids this Friday, February 24th.
• Armstrong Tennis Courts – The project is on hold for the winter. The improvements to the
parking lot will be bid shortly, with a spring/summer construction expected. Lighting for the
parking lot will be included.
• Sidewalk Project (Prospect St) – The project is out to Bid.
• Pickle Ball – going out to Bid this spring.
• Mohegan Park Toddler Playscape – woodchips were delivered this week. Playground will be
ready within the next two weeks, as a result of the mild winter.
