Meeting Minutes

Meeting called to order by Chairman Spayne at 6:05 p.m. Motion made by Bill Nash
with a second from Deb Hinchey to approve minutes of previous meeting. Motion passes
unanimously.
DePina informed members that there has not been much activity regarding the purchase
of the YMCA. The delay is due to the stall of the sale of the North Stonington property.
Concerns were raised regarding the building going through another winter. DePina also
reported that Matt Mullen of New England Mechanical has submitted a detailed proposal
on the replacement of the heating system. The plan calls for a phased in upgrade of the
system.
A report on the budget for FY10-11 was given. The Recreation Department budget was
significantly cut. The cuts will impact maintenance and ability to offer programs. The
primary area of concern was the swimming area at Mohegan Park. The cuts included the
elimination of lifeguard staff.. Discussion followed.
The Greeneville Project was discussed. The Recreation Department received a $19,000
donation from Norwich Rotary. This donation and an additional $50,000 from the capital
improvement account allowed the Recreation Department to replace the basketball court,
install a playscape, install new fencing, purchase tables and benches and landscape the
property. A grand re-opening was held on May 22, 2010.
DePina discussed the problem that the department is facing as a result of a large number
of palyers using game fields without permission. This use is causing damage to the
fields. The Recreation Department does not presently have an enforceable means of
restricting the use of athletic fields and would like the Advisory Board to consider
supporting the creation of an ordinance. Discussion followed. It was agreed that DePina
will research the topic and provide information to the Board at the next meeting.
Robert Spayne thanked Bill Nash and Deb Hinchey for consistently attending the
Advisory Board meetings. Mr. Spayne stated that as former Councilman he is aware of
the busy schedules that they both manage and expressed his appreciation for their service
to the Board.
