I. Call to Order – Chairman T. Marien called the April 26, 2010 meeting to
order at 5:05 p.m.
II. Determination of Quorum
It was determined a quorum was present.
III. Motion to add, M. Blizard, 2nd T. Smith, Approval of Minutes, March 22,
2010-Motion to approve T. Jacobs, 2nd M. Blizard, motion carried
unanimously.
IV. Correspondence - None
V. Unfinished Business
a. Update on the Reid & Hughes Building (a & c discussed together)
c. CDBG application
T. Marien submitted an application for $100,000 and attended hearing this
afternoon, but was not able to speak due to time constraints. He will attend
session next Wednesday in Room 335 along with any other member of
RDA that would like to also attend. He will forward a copy of the
application to RDA members. He used the 2007 application as a guideline.
T. Marien feels that the CDAC has improved the application process.

b. NCDC Economic Development Process
T. Marien handed out a copy of the Norwich-Community Wide Economic
Development Plan and Process. This document was presented to the City
Council by Bob Mills. The goal for the City is to have a results based
accountability (if you go forward with a program, what are you trying to
accomplish?) Discussion on this document followed.
L. Loose arrived at 5:19 p.m.
VI. New Business
a. RDA Assignments in the Economic Development Plan
In the plan developed, T. Marien volunteered for groups that were going to
look into economic incentives, business technical assistance and looking
into target markets. He offered the RDA to lead in the area of site
occupancy and development to return Brownfields to productive use. He
feels that this area fits the RDA’s basic charge with the City to work on
blighted areas and that the RDA needs to develop an understanding of the
Brownfield process, obtain a list of Brownfield sites within the City and
information that has been gathered on each site. Funding sources need to
be researched, any plans the City has for each site and a priority list
developed. T. Marien asked for a volunteer to lead this once the City has
given direction as to what type of businesses/development is desired. T.
Smith volunteered to lead this research with T. Marien’s guidance.

Motion to adjourn the meeting T. Smith, 2nd M. Blizard , motion carried
unanimously. Meeting adjourned at 5:45 p.m.
