Rehabilitation Review Committee (RRC)

I. The RRC meeting was called to order at 9:05 AM.
II. Upon motion by Stacy Gould, second by Jim Roberts, the Committee voted to approve the
minutes of the 6/09/20 meeting. Motion passed unanimously.
III. Program Manager Wayne Sharkey gave a brief update on the Property Rehab and Lead
programs. Wayne stated the lack of available building materials has impended some
progress. Kathryn Crees presented the possibility of a moratorium on repayment of property
rehabilitation loans for those financially impacted by the COVID pandemic. There may be a
fear of taking on additional debt in uncertain times preventing homeowners from applying.
The Committee was asked their input on the Property Rehabilitation program allowing a 6-
month deferment on loan repayments.
Stacy Gould asked if new loan documents would need to be drawn up; Kathryn Crees
responded that a supplemental written agreement was sufficient. Dan Coley was in favor of
offering the deferred payments.
The Committee suggested reaching out to Chris Riley at NPU and Stuart Briar at WICH
radio for program marketing.
Motion was made by Stacy Gould, second by Tucker Braddock, to allow the Community
Development Director to offer a 6-month deferral on loan payments for new applications
until May 1, 2021; or until the program is re-assessed.
IV. Upon motion by Tucker Braddock, seconded by Stacy Gould, the Committee adjourned at
9:40 AM. Motion passed unanimously.
