School Building Committee (2020) Special Meeting via ZOOM Wednesday February 19, 2025 7:30 PM Committee Members Present: Chairman Mark Bettencourt, President Pro Tem Joe DeLucia, Alderwoman Stacy Gould, Peter Gauthier, Mark Kulos, Cindy Beauregard, Sheila Hayes, William Hull and Gregory Ballassi. Committee Members Absent: Christine DiStasio and Gregory Carabine. Ex-Officio Members Present: Mayor Peter Nystrom and Assistant Superintendent Susan Lessard. Consultants Present: Assistant Superintendent Susan Lessard, Bob Castranova, Mike Faenza from CSG, Attorney Mike Driscoll, Greg Smolley from DRA, Matt Brown and Mark Jeffko. Citizens Present: None. I. Call to Order and Quorum: Chairman Mark Bettencourt called the meeting to order at 7:32 PM. II. Executive session: Review of ratings for RFP/Q for Construction Manager for Uncas and Moriarty Schools and selection of finalists for interviews. Ex-Officio members, City of Norwich/BOE staff, owners rep and project architects will be invited to attend at the pleasure of the committee. Alderwoman Stacy Gould made a motion to go into executive session to review ratings for the RFP/Q for Construction Manager for Uncas and Moriarty Schools and select finalists for interviews; which would include ex-officio members, City of Norwich and Board of Education staff, owners representatives and project architects at the pleasure of the committee. William Hull seconded. All voted in favor. The motion passed unanimously. Cindy Beauregard and Sheila Hayes joined the meeting during the executive session. The executive session ended at 8:03 PM and no votes were taken during that time. President Pro Tem Joe DeLucia made a motion to interview the finalists in the following order for the Construction Manager position for the Uncas and Moriarty Elementary School projects at the next regular School Building Committee Meeting: Downes Construction, Gilbane and O&G Industries. Alderwoman Stacy Gould seconded. All voted in favor. The motion passed unanimously. III. Discussion and Approval of DRA Proposal dated 1/27/25 for a Facilities Assessment / Concept Design to support the Grant Application for the Samuel Huntington Central Office Conversion Project. Peter Gauthier made a motion to approve the proposal from DRA for the facilities assessment and concept design for the Samuel Huntington Central Office Conversion Project grant application for the amount of $7,500. William Hull seconded. All voted in favor. The motion passed unanimously. IV.Adjournment: Alderwoman Stacy Gould made a motion to adjourn at 8:09 PM. Mark Kulos seconded.
