School Building Committee (2020) Regular Meeting City Hall, R00m 335 100 Broadway, Norwich, CT And via ZOOM Tuesday February, 2025 6:30 PM Committee Members Present: Chairman Mark Bettencourt, President Pro Tem Joe DeLucia, Mark Kulos, Cindy Beauregard, Christine DiStasio (ZOOM), William Hull, Gregory Ballassi and Sheila Hayes. Committee Members Absent: Alderwoman Stacy Gould, Peter Gauthier and Gregory Carabine. Ex-Officio Members Present: Mayor Peter Nystrom and Assistant Superintendent Susan Lessard. Consultants Present: Bob Sierpinski (ZOOM), Bob Harris (ZOOM), Matthew Brown (ZOOM), Mike Faenza, Tim Smith and Jim Guiliano from CSG, Greg Smolley from DRA, and Jeff Andersom and Frank Tomcak from Downes Construction. Citizens Present: None. I. Call to Order and Quorum: Chairman Mark Bettencourt called the meeting to order at 6:33 PM. II.Approval of Minutes: William Hull made a motion to approve the January 22, 2025 regular meeting minutes as written. Sheila Hayes arrived to the meeting at 6:33PM. Gregory Ballassi seconded the motion. Sheila Hayes, Cindy Beauregard, Gregory Ballassi, William Hull, President Pro Tem Joe DeLucia and Chairman Mark Bettencourt voted in favor. Christine DiStasio abstained. The motion passed. Sheila Hayes made a motion to approve the February 19, 2025 special meeting minutes as amended. Sheila Hayes, Cindy Beauregard, Gregory Ballassi, William Hull, President Pro Tem Joe DeLucia and Chairman Mark Bettencourt voted in favor. Christine DiStasio abstained. The motion passed. III.Reports: All reports to be submitted in writing for inclusion to the record. SEE ADDENDUM. IV.Consent Agenda: Invoices to be approved for payment Stanton CSG – Invoice #23006-023 - $16,850.45 Downes – Invoice #S010 - $3,694.40 DRA – Invoice #23012.00 #16 - $7,466.69 IES – Invoice #20021 - $789.75 Greeneville CSG – Invoice #23005-023 - $17,286.38 Downes – Invoice #G010 - $3,694.40 DRA – Invoice #23013.00 #16 - $19,421.71 IES – Invoice #20020 - $798.00 Uncas CSG – Invoice #24024-004 - $15,967.07 DRA – Invoice #24005.00 #3 - $274,131.27 Moriarty CSG – Invoice #23007-010 - $10,220.86 DRA – Invoice #24006.00 #3 - $269,048.66 Sheila Hayes made a motion to accept the consent agenda including the above invoices. Cindy Beauregard seconded. The chairman called the roll of members present and all were in favor. V.Executive session: Interviews for Construction Manager for Uncas and Moriarty Schools and selection of finalist for interviews. Ex-Officio members, City of Norwich/BOE staff, owners rep and project architects will be invited to attend at the pleasure of the committee. Chairman Mark Bettencourt asked for a motion to remove from the executive session agenda the call to select a finalist for interviews. Sheila Hayes made the motion. William Hull seconded. The chairman called the roll of members present and all were in favor. Sheila Hayes made a motion to enter executive session at 6:38 PM for the purpose of holding Interviews for Construction Manager for Uncas and Moriarty Schools, and that Ex-Officio members, City of Norwich/BOE staff, owners rep and project architects be invited to attend at the pleasure of the committee. William Hull seconded. The chairman called the roll of members present and all were in favor. The executive session ended at 9:33 PM and no votes were taken during that time. VI.Discussion and possible action on selection of CM for Uncas and Moriarty school projects. William Hull made a motion that the committee hire O&G Industries to be the construction manager for the Uncas and Moriarty Elementary School projects. Mark Kulos seconded. The chairman called the roll of members present and all were in favor. VII.Adjournment: William Hull made a motion to adjourn at 9:35 PM. Gregory Ballassi seconded. Stanton Elementary School Owner’s Representative Contract 3.6.23 N/A 3.6.23 site. The existing building will be demolished following the construction of the new School. Award City Letter to State regarding Grant 3.8.23 N/A 3.8.23 Amounts ACCOMPLISHMENTS (PAST 30 DAYS) Norwich Projects added to state 1. State Payment Request #7 has been submitted. Currently, we are awaiting payment and bonding package via Special 6.8.23 N/A 6.8.23 approval to begin the next request. Legislation at 80% reimbursement Grant Application Submission 3.6.23 10.1.23 9.15.23 2. The State approved our PCR submission on 1/28/25. This approval has allowed us to go out to bid for Contractor pricing. At this time the project has been advertised by Downes, Architect Contract Award N/A 7.24.23 with walkthroughs completed for both project sites on 2/13/25.
