Meeting 112
January 12, 2009
The Volunteer Firefighters’ Relief Fund Committee held its 112th meeting on Monday,
January 12, 2009, at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut.
1. Roll Call
Members present were:
Karen Mankowski, Occum
Joshua Pothier, Assistant Comptroller
Thomas Quinley, Yantic
Red McKeon, Occum/Past Chairman
Donald Leary, East Great Plain
Brian Curtin, City Treasurer
Thomas Dawkins, Personnel Manager
Frank Davis, Citizen Appointee
Members absent were:
Richard Benoit, Taftville
Joseph Ruffo, Comptroller
Joseph Kochanski, Laurel Hill
Thomas Dawkins called the meeting to order at 5:03 p.m.
2. Minutes:
Meeting minutes from meeting 111 held on December 8, 2008, were reviewed. Red
McKeon made a motion to accept the minutes as presented, seconded by Karen
Mankowski. Approved.
3. Reports:
Treasurer Report: Mr. Pothier reported that the Treasurer’s Report would be available
at the next regularly scheduled meeting, February 9. Josh also noted that Hooker &
Holcombe representative, Art Meizner, will be attending the next meeting to provide a
2008 year-end summary report and Relief Fund investment overview.

5. Old Business: None.
6. New Business:
a. Karen Mankowski reported to the Committee that Occum has a member who is
requesting benefits to begin on January 10, 2009. The member requesting the
commencement of benefits is Chief Kevin McKeon, date of birth – January 10, 1954,
with 35 years of credited service. Mr. Quinley asked if all appropriate paperwork had
been completed and submitted to the Comptroller’s Office. Karen Mankowski stated that
Chief McKeon’s paperwork is ongoing and would be complete shortly. Thomas Quinley
made a motion that payments begin January 10, 2009 providing all paperwork is
submitted to the Comptroller’s Office. Seconded by Red McKeon, approved.
b. Mr. Quinley asked Mr. Dawkins for an update of the City Corporation Council, Mike
Driscoll’s review of the draft “City of Norwich Policy Regarding Injured/Disabled
Volunteer Firefighters”. Mr. Dawkins replied that Attorney Driscoll’s review is ongoing
and he expects the Relief Fund Board to vote on the issue at the next regularly scheduled
meeting in February.
c. Mr. Quinley brought up the fact that Yantic has a member who will be eligible to begin
collecting benefits in April 2009. Warren Chiemielecki will turn 55 years of age on April
4, 2009 (DOB 04/04/1954) with 25 years of service. Mr. Quinley stated that he would
provide the necessary paperwork at the next meeting.
d. Mr. Leary reported that Larry Mackie would also be turning 55 years of age in May 2009
with 31 years of credited service. He will provide the necessary paperwork in the future.
e. Mr. Quinley asked if any of the Departments would be presenting new members for
enrollment into the Relief Fund Plan at the February meeting. Mr. Leary stated he
believed EGP would have two new members. Mr. Quinley stated that Yantic would also
have 2 new members. Karen Mankowski stated that Occum was also expecting 2 new
members. Paperwork is expected for the new members at the February meeting.
f. Red McKeon reminded everyone that there are no Federal death benefits for personnel
under the age of 18. (Note: The Public Safety Officer Death Benefit [PSOB] as of
October 1, 2008 is $315,746.00).
Mr. Quinley made a motion to adjourn, seconded by Mr. Davis. Approved. Meeting adjourned at
1712 hrs.
The next meeting is scheduled for February 9, 2009.
