MINUTES OF THE REHAB REVIEW COMMITTEE MEETING DECEMBER 10, 2008 8:45 AM Members Present: Rodney Bowie, Jim Troeger, Joe East, and Susan Goldman Also Present: Jennifer Gottlieb, Wayne Sharkey, and Linda Lee Smith Chairperson Rodney Bowie called the meeting to order at 8:50 a.m. Joe East made a motion to accept the minutes of the November 12, 2008 meeting. Jim Troeger seconded the motion. The motion carried unanimously. Old Business The CD office will check with Uncas Health on what their procedure will be for lead testing in the schools starting in January 2009. New Business Rehab A correction needed to be made on the Award Increase/De-obligation/Final Checks Information Page that was handed out. Under Award De-obligation a correction to cross out “Increase Requested” and replace it with “Award De- obligation”. Award De-obligation Rodney Bowie made a motion to de-obligate funding per owners request on Project RP0801 for $30,000. Jim Troeger seconded the motion. The motion carried unanimously. Award Increase Rodney Bowie made a motion to increase the award of project RP0711 by $18,707 to a maximum award of $30,000 based on the new City Tax card revaluation. Joe East seconded the motion. The motion carried unanimously. Final Checks All members were in favor of approving final check for Project RP0709 totaling $26,510.00. All inspections met code compliance and lead clearances. Jennifer Gottlieb spoke to the committee about the HOME Funds that are administered through DECD. The office has submitted a Pre-Application for $450,000 to be expended over a 2-year period to fund single-family owner occupied properties in a rehab program. At the same time the City is applying for Neighborhood Stabilization Funds, which addresses the foreclosure problem. The Property Rehab Program requires 20% equity in the property to go through the program. DECD is in favor of having a lower equity requirement for any HOME funds expended in the City of Norwich. If the City were awarded Neighborhood Stabilization funds, the CD office would use part of that grant to fund a downpayment assistance program that can serve people earning up to 120% AMI. Wayne Sharkey told the committee that he would prepare a recommendation on the equity requirement advisable for the HOME application. Members will receive this before the next meeting. Wayne Sharkey briefed the committee on the Lead Grant application which was denied. The City had an exit interview with HUD. During the exit interview it was apparent that HUD misread the City’s Lead Grant Application and thought that the proposed per unit price was $18,000 when in fact it was only $9,000 per unit. Adjournment Jim Troeger made a motion to adjourn. Rodney Bowie seconded the motion. The motion carried unanimously. The Rehab Review Committee meeting adjourned at 9:34 a.m.
