City of Norwich Volunteer Firefighters’ Relief Fund Committee Minutes Special Meeting September 20, 2010 The Volunteer Firefighters’ Relief Fund Committee held a special meeting on Monday, September 20, 2010, at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut 1. Roll Call a. Members Present: Richard Benoit, Taftville Joseph Kochanski, Laurel Hill Red McKeon, Occum/Past Chairman Thomas Quinley, Yantic Donald Leary, East Great Plain Karen Mankowski, Occum Brigid Marks, City of Norwich Personnel Manager b. Members Absent: Joseph Ruffo, Comptroller Brian Curtin, City Treasurer Joshua Pothier, Assistant Comptroller Frank Davis, Citizen Appointee Richard Benoit called the meeting to order at 5:08 p.m. 2. Minutes: Minutes were reviewed. 3. Treasurer’s Report – Treasurer’s Report and Art Meizner’s Report were reviewed. A motion was made by Karen Mankowski to accept the minutes, Treasurer’s Report and Art Meizner’s report as presented. Seconded by Donald Leary. Approved. 4. New Business a. Discussion of Relief Fund changes – Motion to suspend regular meeting agenda was made by Thomas Quinley, seconded by Donald Leary. Approved. Relief Fund Changes: 1. Page 1 – Director of Human Resources. 2. Section 1.6 – Joshua Pothier to verify. 3. Section 1.21: Changes as requested – Active member last, alphabetical. 4. 5 years maximum ($1,080.00) with 35 years of Credited Service for buyback. 5. Section 4.3.1: reference new form. 6. Section 10.1 – direction of Human Resources 9. Who are the citizen appointees? 10. Section 6.5 – Civil Unions, spouse as defined by Connecticut State Statute.
