Meeting Minutes
The regular meeting of the City of Norwich Zoning Board of Appeals was called
to order at 7:00 p.m. Roll call was taken and it was determined that a quorum
was present.

F. ACCEPTANCE OF MINUTES
On a motion by Rizzuto/Travers, it was voted unanimously to approve the
minutes of the June 8, 2010 regular meeting.

H. NEW BUSINESS
1. V#10-09 – Appeal of Celia Hochman for property located at 1 Beech
Drive located in a Residential R-40 zoning district. In accordance
with Sec.12.1 required Lot size; 13,068 existing, request to reduce to
10,964 in order to convey a 64.75’ x 32.5’ portion in a lot line
adjustment.
Seated were, Marc Benjamin, Dorothy Travers, Henry Olender, Paul
Kramarewicz, Santo Rizzuto and Raymond Dussault.
Ms. Curtis entered into the record as Exhibit “A”, public notices of 05/26/10
& 06/04/10, as “B”, ZBA application/Grounds for Appeal; as “C” notice of

variance application; as “D”, Abutters Certification of Notice; as “E”,
Parking Easement; as “F”, plot plan showing proposed area to be
conveyed; as “G”, Assessor’s streetcard; as “H”, Certified mailing of
agenda to applicant; as “I”, 3 photos; and as “J”, 3 letters of support.
Speaking in favor was Heather Johnston Nichols of 257 Washington
Street. Ms. Nichols told the Board that her lot size is small and she
currently parks her vehicle in the area that she would like to purchase from
the applicant. The applicant, Celia Hochman spoke in favor briefly and
stated that the property has no value to her and would benefit Ms. Nichols
as a parking area. The Board noted the fact that they were just granting
permission for the conveyance of the property to increase an already non-
conforming lot. The Board also noted the area as heavily congested and
a well traveled narrow street. A letter from Chief Scandariato was read to
give support to the application.
There being no other speakers, the public hearing was closed.
2. V#10-10 – Appeal of Cheryl Raymond for property located at 74 Flyers
Drive located in a Residential R-40 zoning district. In accordance
with Sec.12.1 10% Lot coverage required, request to increase to 19%
and 50’ Rear yard required request to reduce to 5’ to construct 8’x8’
shed; 50’ Rear yard required request to reduce to 13’ to construct 22’
above-ground pool with attached 4’x4’ deck.
Seated were, Marc Benjamin, Dorothy Travers, Henry Olender, Paul
Kramarewicz, Santo Rizzuto and Raymond Dussault.
Ms. Curtis informed the Board that the legal notice was not properly
published and the applicant put a request in writing to continue the public
hearing until the next regular scheduled meeting of July 13, 2010.
On a motion by Travers/Rizzuto, it was unanimously voted to continue the
public hearing until July 13, 2010.
3. V#10-11 – Appeal of Jason Huntley for property located at 45 Rogers
Avenue located in a Residential R-20 zoning district. In accordance
with Sec.12.1 15’ Side Yard required, request to reduce to 0; 30’ Front
Yard required, request to reduce to 3.5’; 30’ Rear Yard required,
request to reduce to 18’; 20% Lot coverage required, request to
increase to 28% to construct a 30’x26’ garage with 8’ deck and
exterior staircase. Sec.8.2 Permitted Use in a Residential R-20
zoning district to allow construction of an apartment above proposed
garage.

Ms. Curtis told the Board that the application would be going before
the CCP Tuesday, June 15, 2010 for a recommendation on the permitted
use portion of the application.
On a motion by Travers/Dussault, it was unanimously voted to
continue the public hearing until the regular meeting of July 13, 2010.
I. DISCUSSION/DECISION ON APPLICATIONS
V#10-09 – Appeal of Celia Hochman for property located at 1 Beech
Drive located in a Residential R-40 zoning district. In accordance
with Sec.12.1 required Lot size; 13,068 existing, request to reduce to
10,964 in order to convey a 64.75’ x 32.5’ portion in a lot line
adjustment.
Seated were, Marc Benjamin, Dorothy Travers, Henry Olender, Paul
Kramarewicz, Santo Rizzuto and Raymond Dussault.
The Board briefly discussed the Public Safety issues and the fact that Ms.
Nichols would use the property as open land to pave and park her vehicle
on.
On a motion by Kramarewicz and second by Travers, it was unanimously
voted to approve the variance with the condition that the deed for 257
Washington Street will reflect the new lot line adjustment.
V#10-09 – Appeal of Celia Hochman for property located at 1 Beech
Drive located in a Residential R-40 zoning district. In accordance
with Sec.12.1 required Lot size; 13,068 existing, request to reduce to
10,964 in order to convey a 64.75’ x 32.5’ portion in a lot line
adjustment.APPROVED WITH CONDITION THAT THE DEED FOR 257
WASHINGTON STREET WILL REFLECT THE NEW LOT LINE
ADJUSTMENT.
