CITY OF NORWICH ZONING BOARD OF APPEALS September 13, 2022 Regular Meeting Minutes Hybrid Meeting ZOOM & Room 335, City Hall, Norwich The regular meeting of the City of Norwich Zoning Board of Appeals was called to order at 7:07 p.m. Roll call was taken. PRESENT: Marc Benjamin, Chairman (ZOOM) David Martin Robert Phoenix Dorothy Travers (ZOOM) Gregory Schlough ABSENT: None OTHERS: Richard Shuck, Zoning Enforcement Officer, and Ivery Stakley, Recording Secretary Marc Benjamin called the meeting to order at 7:03 p.m. Marc Benjamin stated all members would be voting on all matters. A. COMMUNICATIONS: None. B. ACCEPTANCE OF MINUTES: Robert Phoenix made a motion to accept the August 9, 2022 minutes with some corrections. Gregory Schlough seconded. All voted in favor. The motion passed unanimously. C. OLD BUSINESS: None. D. NEW BUSINESS: Robert Phoenix made a motion to hear application V#22-05 before application V#22-04 due to attendance. Gregory Schlough seconded. All voted in favor. The motion passed unanimously. 1. V#22‐06: 391 Scotland Road. Requesting relief of Sec.1.1 to reduce the front yard setback on Caulkins Rd. from 60 ft. to 32 ft. to construct a one bay addition to the existing garage. Property of Peter Sandgren & Katherine Sandgren; Application of Peter Sandgren, Assessors Map#036, Block#001, Lot#022 The applicant, Peter Sandgren, was in attendance. Peter Sansgren of 391 Scotland Road explained that they currently only have enough parking for two cars and he rented space in his neighbors garage previously to park his luxury car, his insurance requires it to be parked in a garage. That is no longer an option so he hopes to add one bay addition which requires relief of Sec.1.1 to reduce the front yard setback on Caulkins Rd. from 60 ft. to 32 ft. because he lives on a corner lot. Richard said that he’s submitted the site plan, uncas health department approval and legal notice which were available to review. Robert Phoenix made a motion to close the public hearing Gregory Schlough seconded. All voted in favor. The motion passed unanimously. E. DISCUSSION AND POSSIBLE DECISIONS: 1. V#22‐06: 391 Scotland Road. Requesting relief of Sec.1.1 to reduce the front yard setback on Caulkins Rd. from 60 ft. to 32 ft. to construct a one bay addition to the existing garage. Property of Peter Sandgren & Katherine Sandgren; Application of Peter Sandgren, Assessors Map#036, Block#001, Lot#022 Robert Phoenix made a motion to approve the application. David Martin seconded. All members voted in favor. The motion passed unanimously. Robert Phoenix stated that this is a hardship faced by homeowners across the country with side lots. David said its location and the fact that its a corner lot makes this a hardship and he also approves because it is on a road less traveled.Greg and Mark agreed and Mark stated that the home is located on a side road. F. STAFF UPDATES: Greg was interested to hear if anyone has applied to be a commission member. There are 3 vacancies on the commission they hope will be filled soon. Mark said that he spoke with Jacquie Barbarossa, the Executive Assistant for the City Manager's Office, who informed him that someone has expressed interest in joining. G. ADJOURNMENT: A motion was made by Dorothy Travers to adjourn at 7:23 PM. Gregory Schlough seconded. All voted in favor. The motion passed unanimously.
