MINUTES OF THE JUNE 19, 2019 REGULAR MEETING
OF THE ARCHITECTURAL REVIEW BOARD(ARB)

Call to Order: 7:03 pm
Present: Maggie McManus, Chairperson, Toma Holley, Member, Maren Robertson, Member,
Laura Rothschild, Member, Gemini Watanabe, Member, Donald Yacopino, Chief Building
Inspector
Application(s) Taken In Order Of Agenda:
(1) Application: 218 N. Midland Ave. to alter front porch portico and windows.
Building Inspector Review: Proposal complies with zoning requirements.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Andrew and Jennie Esposito , ARB members’ site visit/knowledge of
site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Chair McManus motioned to close public portion, seconded by member Holley, by vote of: 5-0
to approve.
Motion by Chair McManus, to accept the application as submitted with the condition that
lattice in a frame be installed for the void under the porch, preferably in AZEK and not wood, to
which condition the applicant agrees; seconded by member, Holley, vote 5-0 to approve.
(2) Application: 16 Haven Court to replace aluminum siding with Hardie Plank siding. Proposal
is to keep existing easement and trim boards as they exist.
Building Inspector Review: Proposal complies with zoning requirements.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Amelie Southwood, ARB members’ site visit/knowledge of site,
consideration of public comment, if any.
Board Findings:
Public Comment: none
Chair McManus motioned to close public portion, seconded by member Robertson, by vote
of: 5-0 to approve.
Motion by Chair McManus to accept the application as submitted; seconded by
member Watanabe; vote 5-0 to approve.
(3) Application: 77 6th Ave. to change windows and doors throughout building.
Building Inspector Review: Proposal complies with zoning requirements.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, ROAM Architecture by Robert Palmerini, ARB members’ site
visit/knowledge of site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Member Holley motioned to close public portion, seconded by member Robertson, by vote of:
5-0 to approve.
Motion by member Holley to accept the application as submitted; seconded by Chair McManus;
vote 5-0 to approve.
(4) Application: 75 S. Broadway to install new door and windows at rear of building in
conjunction with application to create ground level dwelling unit.
Building Inspector Review: Proposal complies with zoning regulation. Mr. Silarski indicated that
a variance is needed for dwelling. Mr. Yacopino agreed that is correct.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Robert Silarski for Maria Luisa Whittingham, ARB members’ site
visit/knowledge of site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Member Holley motioned to close public portion, seconded by member Watanabe, by vote of:
5-0 to approve.
Motion by chair McManus to accept the application as submitted; seconded by
member Watanabe vote 5-0 to approve.
(5) Application: 167 Main Street for an addition to the 2nd and 3rd floors on west side and rear of
building above ground floor story.
Building Inspector Review: The project complies with zoning regulations but there may be
building code issues regarding window openings on the west side, too close to the property line.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Jean-Luc Chaubard and Christina Hagedorn, ARB members’ site
visit/knowledge of site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Member Robertson motioned to close public portion, seconded by member Holley by vote of: 5-
0 to approve.
Motion by Chair McManus to accept the application as submitted with the clarification that all
new windows will be two over one and the sliding doors will have no mullions. In addition, ARB
recommends and applicant agrees, that at the back elevation of house to build a roof over
exterior door with same detailing as front to more greatly detail the back so less monolithic and
to keep with rest of building; seconded by member Robertson; vote 5-0 to approve.
