MINUTES OF THE JULY 17, 2019 REGULAR MEETING OF THE
ARCHITECTURAL REVIEW BOARD (ARB)

Call to Order: 7:00 pm
Present: Maren Robertson, Acting Chairperson, Toma Holley, Member, Laura Rothschild,
Member, Gemini Watanabe, Member, Donald Yacopino, Chief Building Inspector
Absent: Maggie McManus, Chairperson
Application(s) Taken In Order Of Agenda:
(1) Application: 4 Waldron Avenue, application for a parallel sign.
Building Inspector Review: Proposal complies with zoning requirements.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Syed Zaidi, ARB members’ site visit/knowledge of site, consideration of
public comment, if any. Building Inspector indicated at meeting that permission from building
owner on file.
Board Findings:
Public Comment: none
Acting Chair Robertson motioned to close public portion, seconded by member Holley;
by vote of: 4-0 to approve.
Motion by Acting Chair Robertson to accept the application as submitted with the
following clarifications to be provided via email to the Building Department by the Sign
Company: (1) colors of background and lettering and (2) specificity as to size and
dimensions of sign; Board recommended removing address and fax number; seconded by
member Watanabe, by vote of: 4-0 to approve.
(2) Application: 160 N. Midland Avenue by Montefiore Nyack Hospital to construct an entrance
canopy with signage. Application is to construct a protective entrance canopy to the anticipated
cardiac rehabilitation room on the ground floor. New entrance doors and storefront windows are
proposed along with signage on canopy fascia.
Building Inspector Review: Canopy complies with zoning requirements. Signage will require a
variance from Article IV, VON §360-4.11E for a parallel sign not on the building’s front facade.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Steve Apicella and Michael Pamarico, Architect for Hospital, ARB
members’ site visit/knowledge of site, consideration of public comment, if any. Michael Norake,
Chief Operating Officer, Hospital, greeted and thanked Board and Village at meeting.
Board Findings:
Public Comment: none
Acting Chair Robertson motioned to close public portion, seconded by member Watanabe;
by vote of: 4-0 to approve.
Motion by member Rothschild to accept the application as submitted; seconded by
member Watanabe; by vote of 4-0: to approve.
(3) Application: 167 N. Franklin St. to alter and enlarge two existing rear yard decks.
Building Inspector Review: Proposal complies with zoning requirements.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Elena Schloss, Homeowner, and Louise Male, Architect, ARB members’
site visit/knowledge of site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Acting Chair Robertson motioned to close public portion, seconded by member Watanabe;
by vote of: 4-0 to approve.
Motion by member Watanabe to accept the application as submitted. Because Homeowner
sought approval for project before hiring contractor/builder, the choice of materials are still
pending; pictures of these will be submitted to the Building Department via email and
distributed to Board for approval; seconded by Acting Chair Robertson; by vote of 4-0 to
approve.
(4) Application: 26 Burd St. for interior and exterior alterations including two new dormers to
increase height on 2nd floor.
Building Inspector Review: **Proposal does not comply with zoning regulations. An area
variance will be required from Article IV, VON §360-4.3, Dimensional Table 4-1 for the creation
of a third story where 2 stories are permitted. **Building Inspector corrected his initial
assessment and concluded the application complies with zoning regulations since there is no third
floor addition as originally believed and the alterations are within the existing footprint.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Todd and Andrea D’Andrea, Homeowners and Perfiri Calverom,
Contractor, ARB members’ site visit/knowledge of site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Acting Chair Robertson motioned to close public portion, seconded by member Watanabe;,
by vote of: 4-0 to approve.
Motion by member Rothschild to accept the application as submitted. Sample of proposed
stone or textured concrete for base of home to be provided to Building
Department; Contractor and Homeowner agreed to amend plans (to be emailed to
Building Department and distributed to Board) so that the West and East dormers will
match in height, to use straight cedar railing; and that windows will be 1 over 1; seconded
by member Holley; by vote of 4-0 to approve.
(5) Application: 30 Dickinson Ave. for the addition of a rear bedroom and bathroom.
Building Inspector Review: The project complies with zoning regulations.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Janice Shaheen, Homeowner and John Gilchrist, Architect, ARB
members’ site visit/knowledge of site, consideration of public comment, if any.
Board Findings:
Public Comment: none
Acting Chair Robertson motioned to close public portion, seconded by member Holley; by
vote of: 4-0 to approve.
Motion by member Holley to accept the application as submitted; Acting Chair
Robertson seconded; by vote of 4-0 to approve.
(6) Application: 79 Main St. to install a 25 sq. ft. parallel sign on Main St. facade of the
building. The proposed sign is vinyl attached to the building with wire and concrete nails.
Building Inspector Review: The proposal does not comply with zoning regulations. Area
variance required from Article IV, VON §360-4.11E(a) for more than one parallel sign on the face
of the building; Article IV VON §360-4.11E(c)[1][2]&[3] for a sign proposed to be installed other
than in the fascia band above the store window, not stationary and not carefully integrated with
other design elements.
Board Review Based Upon: The application, Building Inspector Review, Testimony of
applicant/representative, Joe Hazucha, ARB members’ site visit/knowledge of site, consideration
of public comment, if any. Letter provided at meeting indicating clearances from landlord.

Public Comment: none
Acting Chair Robertson motioned to close public portion, seconded by member Holley; by
vote of: 4-0 to approve.
Motion by member Holley to accept the application as submitted with applicant’s
agreement to have a new sign professionally installed on the outside of the building on the
Main Street Side, which is to be sized so as to fit between the two upper right (West)
windows without obscuring any of the building’s architectural details, blocking the
windows, or encroaching on any other tenants’ present sign, subject to any variances
required by the Zoning Board; seconded by Acting Chair Robertson; vote 2-2. (members
Watanabe and Rothschild dissenting); upon reconsideration requested by Village Attorney
Walter Sevastian, by vote of 3-1 to approve. (member Rothschild dissenting).
