Note: Meeting order varied from agenda for several applicants: #16 was allowed to go first,
since extensive review was not required. #s 1, 3 & 4: no applicant was present, but were
reviewed at the end of the meeting. Meeting minutes will retain agenda number in order they
were reviewed.
16. 129 First Avenue. Martin Vitale, Sr. Application for change of use from a two family
residential to four family.

Board discussion:
Since there is no alteration to the exterior of the building, and only interior changes have been
applied for, which the ARB has no purview on, the members agree that the application does not
need to be ruled on by the ARB. Application is complete.

2. 106 Main Street. Travel Smoke Shop. Continuation of sign application.
Application presented by: Marte Shinin (sp.), Hispana Signs
Board discussion:
Applicant was given conditional approval in July, 2022 by building dept., since July meeting was
cancelled. Since June meeting, applicant proceeded with revising signage based on discussion
with ARB in June. Signage was completed and installed prior to Sept. meeting.
ARB members agree the design, size, shape & look of the new signage is accepted.
However, sign is internally illuminated, which is prohibited in the DMU-1 zone. Applicant was
instructed the internal illumination for the sign cannot be used. ARB members told applicant
they may add external illumination for the sign, which can be sent for review and decision by
ARB via email. (do not have to appear before ARB again in person) Applicant was also advised
they can apply for a variance through the building dept to allow for internal illumination if they
wish.
Public Comment:
None
Public portion had remained open from June, 2022 meeting. Closed on motion by member
Healey, 2nd member Steinhorst. Approved by vote 5-0
Conclusion:
Conditional approval providing internal illumination is no longer used. Applicant may send
plan for external illumination to ARB via building dept for review / decision if they wish.

5. 188 Main Street. Butsko Beauty Industry. Application for signage.

Board discussion:
Applicant was given conditional approval in July, 2022 by building dept., since July meeting was
cancelled. Signage was completed and installed prior to Sept. meeting.
ARB members agree look and design of sign is accepted. Size and shape is acceptable.
However, Sign does not meet 8 foot clearance as required by village code. Applicant will have

to relocate sign to be mounted higher to meet regulations. Applicant was also advised they can
apply for a variance through the building dept.

Board discussion:
Signage was completed and installed prior to Sept. meeting. Signage replaces existing signs.
Same location and size as previous. Replaced with carved HDU panels.

Application was reviewed at June, 2022 meeting. At that meeting, ARB requested applicant

application was revised and resubmitted. Applicant was given conditional approval in July,
2022 by building dept., since July meeting was cancelled. Signage was completed and installed
prior to Sept. meeting.
ARB members agree the new signage is acceptable. ARB discussed defining the temporary
nature of the signage and how long they will remain up. ARB members agree temporary
banners are allowed to stay up for 6 months from date of Sept 21, 2022 meeting.

on east next to garage door. Wall portion to be replaced with brick matching existing house as
close as possible. ARB members agree design and look of alterations are acceptable.

Discussed details of addition, repainting house to match. Discussed preservation of
architectural details in eaves facing Midland Ave and repainting to match new color scheme.
ARB members agree the scope, look and design of the addition and alterations is acceptable.

This is a resubmission for re-approval of a previously accepted application (twice). Discussed
changes to façade, window & door locations, and type. Further reviewed additional changes
including revision to roof line. Proximity to edge of property next to road(s) limits scope and
allowable changes.

improvement and are acceptable.

Discussed demolition of existing concrete stairs and substructure, to be replaced with bath on
main level and new entryway on basement level. New basement door can open inward
according to code, and egress door being eliminated on main level at back of house is not
required. New siding to be replaced in kind to match existing.

as possible as long as it will not interfere with service and/or function.
