1.5 Rockland Place. Henry Rand. Application for small addition at rear of house to create mudroom and
laundry area.

Board discussion:
Remodel includes 44 SF addition, new ‘mud room’ on west side and 62 SF extension of sun room on
south side. Sun room roof line to continue, with 3 new casement windows matching existing. Mud
room will have new door, with stairs / exit to west, and hip roof to be extended. All finishes and
materials to match existing. Additions are not on street facing side of house.
Public Comment:
None
Conclusion:
Application approved as submitted.
Motion by member Healey, 2nd by member O’Neill. Approved by 4-0 vote.
2. 292 North Midland Avenue. Giuseppe Pagano. Two lot subdivision, demolition of existing home and
construction of two single-family homes.
Application presented by: Giuseppe Pagano
Board discussion:
Applicant seeking approval to demolish existing building, divide lot and in the future, build 2 new 2 story
dwellings. Provided site plan and neighboring pictures. Not presenting plans for new buildings at this
time. Applicant needs to go before Planning and ZBA boards for approval.
Board members advised applicant that the ARB does not have jurisdiction over approval of lot division,
setback variances, etc.

Public Comment:
S Newcamp (sp?) of 290 N Midland ave.
- stated he has done a lot of work to his own house, and is concerned about damage that may occur on
his property, as a result of the construction. Requesting to have fencing put up between the properties
as a barrier. He works remotely from home and is concerned about disruptions during the construction
process. He has a retaining wall on his property, that he has spent time fixing, and is worried about it
getting damaged. Would like to be assured there will be compensation when / if damage occurs. Had
wanted to extend his fence in the past, but was denied and now is wondering if it can be allowed. He is
looking for reasonable accommodations. Wants to be able to live and work there with limited
interruptions during demolition / construction. He respects the vision, but wants to make sure he is
compensated if something happens to his patio, wall, etc.
* Note; As Dennis Michaels, Village Attorney pointed out, The ARB only has jurisdiction over the
appearance, architectural details, overall look of a building and its surrounding areas. The board’s
purview does not include accommodations for neighbors, granting compensation for damages during
construction, approval for extending fences or similar, nor has the power to decide on sub dividing lots.
However, the above public comments as well as all public comments made, should be added to the
record and referred to by the other boards that this application is brought before.
Linda Bribal (sp?) of 261 N Midland
Stated she is a neighbor across the street. She loves the way the street and neighborhood look now.
She likes the mix of different looking buildings on the street. She is concerned about dividing a 1 and ½
sized lot into 2 lots and putting up 2 houses in the small space. She worries the lots will be developed
for the sake of selling the properties, and that the houses will be generic. She does not want two
identical houses put up, as the site plan seems to indicate.
Conclusion:
Board approves moving forward to present to the other village boards and is Ok with proceeding with
demolition. However, the applicant or representative is to re-appear before the board to present the
proposed dwelling(s) before construction.
Motion by member Healey, 2nd by member O’Neill. Approved by 4-0 vote.
3.147 High Avenue. Dimitri Chatzpietros. Application to construct covered porch on rear of the house.

Board discussion:
Applicant presented drawings and materials for the covered porch. Decking to be mahogany or cedar.
Existing entry at rear to remain, except roof line raised to meet new roof. Roof to be metal, similar color

to siding. Crawl space under deck will have latticework covering. Existing stairs to be removed, new
stairs to exit off porch/deck, to the west.
Public Comment:
None
Conclusion:
Application approved as submitted.
Motion by member Healey, 2nd by member O’Neill. Approved by 4-0 vote.
4. 128 Main Street. Pal & Frank Real Estate LLC. Continuation of application for addition and alterations
to existing restaurant/retail building to include second floor roof deck and 3-story addition to include 10
apartments.

Board discussion:
Resubmitting application with updated drawings and renderings. Also brought material and color
samples. Building size has been reduced. 4th floor is now only dormers, with reduced living space.
Number of apartments was reduced to 8. Upper portion of the building has been divided with
secondary finish and siding on the 3rd and 4th floor. Windows are double hung 2 over 1 throughout, with
a clock on the south side.
Revised proposal does not include any parking, which the board objects to.
Public Comment:
None
Conclusion:
Application approved to proceed to the other village boards with objections to there being no parking
provided. It is also stipulated that any and all changes are bought back before the ARB for further review
/ approval.
Motion by member Healey, 2nd by member O’Neill. Approved by 4-0 vote.
