1. 82-84 S Franklin Street. ARC of Rockland. Application for signage.
Application presented by: Bill Hampson
Board discussion:
Aluminum framed sign with painted graphics. Sign will be mounted to side of building using L brackets.

Application approved as submitted.

2. 117 Depew Avenue. Forest Spa. Application for signage.
Application presented by: Maite Shinin
Board discussion:
Proposing multiple signs; 1 hanging blade sign, 2 door decals, 1 window decal. Sq footage of all signs is
within allowable limits. Hanging sign to use existing horizontal post for hanging sign. Applicant
suggested it could be painted black. Board agrees, it should be black with a black end covering such as a
slide on ball or similar. Applicant agreed. Board questioned if a phone number on a sign is allowed in
this zoning district since one of the signs has one. Manny Carmona (building department) said he would
check on that and notify the applicant. Applicant agreed to remove the phone number if it is not
allowed.

Application accepted as presented, with the exception that the phone number needs to be removed from
the one sign per village code.

3. 199 Depew Avenue. Brady-Amoon. Application for exterior alterations for renovation and addition.

Board discussion:
Adding new rear addition with new rear entry, windows, stairs and porch, also replacing roof and
multiple windows throughout house. Addition wood siding and trim to match existing. Crawl space to
be finished with stucco to match existing.

4. 52 Jefferson Street. Dorothea Erichsen. Application to increase height of detached garage for storage
and relocate the second-floor rear deck stairway to south side.

Board discussion:
Requesting raising height of 2nd floor of garage by 4 feet. Also requesting removing existing deck stairs
and moving to the side. Also adding bathroom on 1st floor of garage. Requires variance from planning
board for raised height of garage 2nd floor. New garage siding and trim to match existing. Adding larger
window on front and new windows on the side and rear of garage. New stairs from deck to exit next to
driveway.

6. 1 Prospect Street. Claude Mews. Application for exterior alterations.

Board discussion:
Application is to make modifications to the building as follows: Erect stair tower to provide access to 2nd
and 3rd floors. Revamp front porch, opening it up and extending it to the south to match new stair
tower addition. Also adding building extension on the south side to fill in between existing and stair
tower. Expansion / stair tower to have metal cresting on top of hip style roof. Also included is the
creation of a dormer at the north to match the existing dormer at the south. New materials to match
existing. Exterior metal fire escape stairways to be removed. The stair tower will have exterior entrance
on to front porch, and porch will have new stairs to the north side. Existing colors to continue on new
additions.

7. 30 Haven Court. Alexander Typaldos. Application for window and door replacements.
Application presented by: Alexander Typaldos
Board discussion:
Applicant seeking approval to change windows on side, back and front of the house, as well as patio
door at rear of house. For all windows, the rough opening size will remain the same, with no change to
overall window sizes. Proposed window change on the front has center picture and 2 narrower side
swing out windows. Discussion with board focused on the front windows not being in character with
the house. Board is requesting changing front windows to be 3 equal width windows, that are either
double hung or have simulated check rail to maintain existing appearance of front façade of house. It
was also suggested to change the front window frame and trim colors to brown to match existing, but
this is only a suggestion as ARB has no jurisdiction over color. Remaining windows and door changes are
acceptable as presented.

Conclusion:
Application approved as submitted with stipulation that front window change to 3 equal width windows
either double hung or with simulated check rail.

8. 292 Main Street. 292 Main LLC. Application to add two additional stories on an existing two-story
building.

Board discussion:
Application is to rebuild existing 2 story building, adding 2 additional stories making it a 4 story building.
Board began by announcing to applicant that ARB has no jurisdiction over adding additional stories to
building, and that decision will be up to Planning Board / ZBA. In addition to height restriction, applicant
will also need variance from other boards for not maintaining rear yard setback. Rear yard setback
violation is in part due to location of fire escape stairs, which are placed up to property line; this location
is to leave space for parking in other areas. As proposed, the building plan has stucco faced building
material similar to EFIS (laminated Styrofoam) for the majority of the façade with a decorative wood like
vertical section at the front, also using a laminated Styrofoam material that has the appearance of
wood. The front (south) of the building has black side by side single pane and single pane casement
windows, with 1 small balcony at each floor. The east side has 1 set of side by side black windows and
the west side has no windows. The location of the building was discussed at length as being in the visual

‘ line of sight’ corridor as one drives into the village on Main street from points west. The height and
look of this building will have a huge impact on the entrance to the village. The board objects to the
style and materials of the building, stating it should be more in keeping with other buildings of its kind in
the village. The applicant was encouraged to look at other examples in the village and try to revise the
design to include architectural elements, window style, materials, and overall building style more similar
to other buildings on Main Street and Broadway. Also, the board requested the west face of the
building be redesigned to add windows and/or architectural details more in keeping with the rest of the
village. In addition, the board requests the vertical faux wood element be rethought along with the
overall building style and materials. The board also requested the large vertical ‘sign’ with the address
be removed from the building.
Public Comment:
Unknown individual asked: If a neighboring property, namely 290 Main St, wishes to submit a proposal
with changes similar or not, does the outcome of this properties final style, size and design have an
impact on that properties plan. The board responded that it does not.
Conclusion:
Application is not accepted as presented. The applicant may continue with their approval process at
other village land use boards, but must reappear before the ARB with an updated design and
presentation, as soon as they are able to do so.
Note: The public hearing portion of this application will remain open until a later date when this
applicant shall reappear before this board. Reposting of the notice for that meeting is not required.
