Regular Meeting December 16, 2020 Architectural Review Board Via Zoom Present: Maren Robertson Chairperson Laurie Steinhorst Member Scott O’Neill Member Laura Rothschild Member Lisa Buckley Alternate Member voting for Member Holley Donald Yacopino Chief Building Inspector Absent: Toma Holley Member Call to order: 7:02 pm 1. 12 North Broadway. My Father’s House Application for an awning with signage and perpendicular sign on New Street façade. Building Inspector Review: Proposal is to replace awning and add new signage. Signs on awning comply with zoning requirements. Variances are required from Article IV, VON §360-4.11E(1)(b)[1] for perpendicular sign on New Street closer than 2 ft from curb; 360-1.4E(1)(c)[1] for perpendicular sign not on fascia above store front window. Bottom of awning must be 7 feet from sidewalk. Bottom of perpendicular sign must be 10 feet from sidewalk. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant’s representative Aldair Nava, American Signs & Awnings Corp. 4. ARB member’s knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member O’Neill, approved by a vote of 5-0. 2. Motion by Member Rothschild to approve the application only for the awning as presented. Applicant omits blade sign or submits revised rendering for a resized awning and blade sign on the façade facing Broadway, to be approved by two ARB members. Seconded by Member Robertson, approved by a vote of 5-0. Regular Meeting December 16, 2020 Architectural Review Board Via Zoom 2. 145 Main Street. Palm Dominican Restaurant Application for parallel sign above Main Street storefront. Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant’s representative Aldair Nava, American Signs & Awnings Corp. 4. ARB member’s knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1. Having no comment by the public, the public hearing remains open. 2. The perpendicular sign shown on the renderings was not included in the application 3. Motion by Member Buckley to conditionally approve the application if the perpendicular sign is compliant. The sign above the storefront has to be centered. A revised drawing with gooseneck lighting and a resized sign can be submitted by the applicant for the January ARB meeting. Seconded by Member Robertson. Approved by a vote of 5-0. 3. 120 Main Street. The Rock Shop Application for a ground floor window sign above Main Street storefront. Building Inspector Review: Proposal complies with zoning requirements. Maximum height of website address is 5” on ground floor window signs. Applicant not present. Application remains open. 4. 1 Orchard Street. Paul and Mary Adler Application for rear yard addition. Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building Inspector review; 3. Testimony of applicant’s architect Kier Levesque and applicant Paul Adler 4. ARB member’s knowledge of the site; 5. Site visits by members 6. No testimony from the public. Regular Meeting December 16, 2020 Architectural Review Board Via Zoom Board Findings Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Steinhorst, approved by a vote of 5-0. 2. Motion by Member Rothschild to approve the application as presented. Seconded by Member O’Neill, approved by a vote of 5-0. 3. The board abstains from a recommendation regarding a possible variance by a vote of 3-2. 5. 117-125 Main Street. Nyack Fresh Market Application to convert theater space to a supermarket Building Inspector Review: Proposal complies with zoning requirements. Additional information and cut sheets/material samples required for light poles, windows, canopy, etc. Board Review Based Upon: 1. The application 2. Building Inspector review 3. Testimony of applicant’s representatives Alex Lomei, engineer; Perry Patrillo, architect; Thomas LiPuma, property owner. 4. ARB member’s knowledge of the site 5. Site visits by members 6. No testimony from the public. Board Findings Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Rothschild, approved by a vote of 5-0. 2. Motion by Member Robertson to conditionally approve the application. Clarification drawings showing the loading dock will be submitted for review by two ARB members. Signage was not part of this application and needs to be submitted separately. Seconded by Member O’Neill, approved by a vote of 5-0.
