Regular Meeting June 16, 2021 Architectural Review Board Via Zoom Present: Maren Robertson Chairperson Laurie Steinhorst Member Toma Holley Member Greg Healey Member Scott O’Neill Member Donald Yacopino Chief Building Inspector Call to order: 7:00 pm 1. 75 South Broadway. Hudson Valley Signs for Long Path Outfitters. Application for parallel sign on front façade. (# 2 on agenda) Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of Keith of Hudson Valley Signs 4. ARB members’ knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Holley, approved by a vote of 5-0. 2. Motion by Member Holley to approve the application as presented. Seconded by Member, Steinhorst, approved by a vote of 5-0. 2. 23 Main Street, Win Perry for John Green House Application for freestanding historical marker sign in front yard. (#1 on agenda) Building Inspector Review: 360-4.11J permits non-commercial copy in lieu of other copy. A variance is required from Article V, VON§360-4.11E(2) for a freestanding sign in front yard of a building not set back 25’ or more from front lot line. Board Review Based Upon: 1. Application to approve a previously installed sliding glass door which replaced overhead garage doors. (# 4 on agenda) Building Inspector Review: Doors were replaced in conjunction with a conversion of garage to habitable space. Proposal complies with zoning requirements. Board Review Based Upon: 1. St John Deliverance Tabernacle Application to install canopy on front façade of building. (# 6 on agenda) Building Inspector Review: Application complies with zoning regulations. Although handwritten construction details are provided, signed and sealed architectural drawings, detailing attachment of canopy to building, will be required before a permit can be issued. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant’s contractor Chris (BTM construction) 4. ARB members’ knowledge of the site 5. Site visits by members 6. Testimony from the public: Board Findings Applicant states that a signage board protruding approx. 4” off the wall was ripped off the façade during a storm last year. The canopy will be in its place. Recessed LED lights every 6’ or 8’ will be installed below the soffit. Soffit and fascia board will be white. Asphalt shingles to match existing color of façade. Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Healey, approved by a vote of 5-0. 2. Regular Meeting June 16, 2021 Architectural Review Board Via Zoom 6. 23 Route 59. Claudio Iodice Application for construction of a new building (# 8 on agenda) Building Inspector Review: This application requires the following variances: a. Article IV, VON §360-4.3, Dimensional Standards Table 4-1, for a front yard setback of 60’ where the minimum required setback from street is 15” and maximum permitted setback is 25’. b. Article IV, VON §360-4.3, Dimensional Standards Table 4-1, for a side yard setback to the east of 0’, adjacent to residential zone SFR-2, where 15’ is required. c. Article IV, VON §360-4.3, Dimensional Standards Table 4-1, for a minimum setback for both side yards of 0’ where 15’ is required. This application has been sent out for GML review. Comments from Rockland County Planning have not been addressed with regards to parking spaces, refuse pickup, etc. Nyack Planning Board had comments regarding the building placement and parking space locations. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant Claudio Iodice, applicant’s architect Liborio Derario, and applicant’s attorney Ken. 4. ARB members’ knowledge of the site 5. Site visits by members 6. Testimony from the public: Board Findings There is not enough information to move forward with this application. Conclusion: 1. The following information is requested by the board:  Elevations of all four (4) facades  Site plan  Color renderings that clearly indicate material and color selections  More information on garage doors. Cut sheets if possible.  More information about the awnings – materials, shape, etc. Provide section.  Cut sheets for windows.  Clarify if second floor windows are real or fake – appearance either way  Foto of “similar” building mentioned by architect.  Appearance of signage band and signage on building and on awnings. Appearance when vacant  Cut sheets for light fixtures (goose neck). Other exterior light fixtures?  Clock look incl. colors. Functional? Easy to maintain?  Color samples for items not listed 2. Application to remove existing thin brick façade and replace with cement fiber panel rainscreen system. (#9 on agenda) Building Inspector Review: Proposal complies with zoning regulations. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant’s engineer Thomas Brodrick of McLaren and Purna of the Home Owners’ Association 4. ARB members’ knowledge of the site 5. Site visits by members 6. Testimony from the public:  Barbara Cohig of First Avenue states that the building was constructed in 1989 and received a variance based on the historic brick look of the building. Proposed panels look prefab, reminds her of offices along the Garden State Parkway. Existing brick façade was originally said to be safe and long lasting. Proposal is without historical character, would bring blight to the entire downtown area. Consider real brick or brick system.  Laura Weintraub, has owned 43 North Broadway for 10-12 years Bricks have been falling off the façade for 9 years. Building needs repair. The scaffolding and workers have been encroaching on her property. She herself restored her building with brick. Wants to know construction details as they impact her. Agrees with Barbara Cohig.  John Gromada, First Avenue, echoes Barbara. Proposal is excessively dissimilar and not in keeping with the neighborhood nor with itself. Suggests owners adhere to historic standards. Board Findings: After hearing testimony from the public, the board asks applicant to provide proposal that shows more sensitivity to the neighbors and the village. The proposed change is drastic. Alternative options that are in keeping with the character of the downtown neighborhood should be explored including the use of brick. More detailed drawings and colored renderings that show railings and all windows/doors are required. Show details of canopy over entrance. Conclusion: 1. The public hearing remains open. 2. A meeting at the site with 2 ARB members to review material and color choices is an option but might have to wait until alternative elevations have been produced Regular Meeting June 16, 2021 Architectural Review Board Via Zoom 8. 27 Dickinson Avenue. John Ferraro for Vasquez/Crane. Application to remove existing rear yard deck and roof, to be replaced with a larger deck extending to existing door to west, without roof. (#3 on agenda) Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant’s contractor Bobby White 4. ARB members’ knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1.
