On June 28, 2021, the Zoning Board od Appeals vacated and annulled the Architectural Review Board decision of May 19, 2021 for this property and granted approval of that part of the application dealing with the dormer at the rear of the house and the second floor deck. The remainder of the application is remanded to the ARB for consideration of the factors set forth in VON Code 360-5.15(C)(2). Building Inspector Review: Proposal complies with zoning regulations. Claudio Iodice. Continuation of application for new construction. Building Inspector Review: Additional information consisting of colored renderings of building elevations along with door and window hardware cut sheets have been submitted for the July 21, 2021, ARB meeting. Several other items requested by the board on June 16, 2021, have not been provided. This application requires the following variances: a. Article IV, VON §360-4.3, Dimensional Standards Table 4-1, for a front yard setback of 60’ where the minimum required setback from street is 15” and maximum permitted setback is 25’. b. Article IV, VON §360-4.3, Dimensional Standards Table 4-1, for a side yard setback to the east of 0’, adjacent to residential zone SFR-2, where 15’ is required. c. Article IV, VON §360-4.3, Dimensional Standards Table 4-1, for a minimum setback for both side yards of 0’ where 15’ is required. Board Review Based Upon: 1. The application. 2. Applicant agrees to produce alternate colored rendering of front elevation showing the wall behind the clock as a rectangle instead of gable shape. No testimony from the public Board Findings Conclusion: Building Inspector Review: Proposal complies with zoning regulations. Board Review Based Upon: 1. The application. 2. No testimony from the public Board Findings Applicant did not provide drawings until the meeting. Drawings are not of 100 Jackson Avenue but another house the contractor worked on before. More information is needed. Applicant states that water infiltrates through the siding. Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Buckley, approved by a vote of 4-0. 2. Motion by Member Robertson to approve the application conditionally. Applicant can remove existing siding and damaged sheathing and add new sheathing, house wrap and ½” foam insulation. In order to proceed with new construction, the ARB needs to see elevations of the actual house, not a similar one, particularly the front and rear elevations. Show façade behind the covered porch and details of porch railings. The board recommends the use of siding with a wider reveal to match the reveal of the existing aluminum siding, and the use of vinyl shakes to replace existing cedar shakes. Building Inspector Review: It appears, from information submitted, that existing double hung windows are proposed to be replaced with casement windows. Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of Abbe Green, contractor 4. ARB members’ knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings The board needs more information regarding front door, siding and windows. Casement windows are not appropriate for this building. Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Buckley, approved by a vote of 4-0. 2. Motion by member Robertson to approve the application conditionally. Applicant agrees to submit new front and left/east elevation showing the following: - Double hung windows will be used throughout unless such window will conflict with egress requirements. In that case a casement window with simulated sashes can be used. (Rear elevation is exempt). Match existing six over six lights. - Provide cut sheets for double hung windows. - Missing window in Bedroom 2 will match new double hung in Bedroom 1 and be centered on the bay window below. - Front elevation will show front door. Existing sidelight to remain. Provide cut sheets of door. Board suggests 2-panel shaker style with 6 windows. - Specify existing/proposed siding material and submit sample to building department. - Show on elevation feathering-in or replacing of larger sections of new siding to ensure blending of new and existing.
