January 9, 2020 A regular meeting of the Board of Water Commissioners was held on the above date at 9 North Broadway, Nyack, NY. The meeting was called to order by Commissioner McDowell at 4:30 PM. The following were present: Eileen Colarell Commissioner William McDowell Commissioner John Phillips Commissioner Kelvin Smith Superintendent Barbara Kunar Secretary Absent: Ross Dailey Chairman Michelle Bullock Commissioner Upon motion by Commissioner Phillips, second by Commissioner Colarell, and carried, the Board accepted the minutes of December 12, 2019. The following resolution, declaring NY Class an official depositor of the Board of Water Commissioners was presented for review and vote: Resolution of the Board of Water Commissioners At the regular meeting of the Board of Water Commissioners on January 9, 2019 the following resolution was duly offered and seconded to wit: Resolution No. W2020-01 RESOLVED that NY Class is an official bank of the Board of Water Commissioners. The question of the adoption of the foregoing Resolution was duly put to a vote, which resulted as follows: Yea Nay Abstain Absent Chairman Dailey [ ] [ ] [ ] [x] Commissioner Bullock [ ] [ ] [ ] [x] Commissioner Colarell [x] [ ] [ ] [ ] Commissioner McDowell [x] [ ] [ ] [ ] Commissioner Phillips [x] [ ] [ ] [ ] I, Barbara Kunar duly appointed and qualified , do hereby CERTIFY that the foregoing resolution as adopted at a meeting duly called and held in the office of the Village of Nyack Board of Water Commissioners, a quorum being present on the 9th day of January, 2020, and that said copy is a true correct and compared copy of the original resolution so adopted and that same has not been revoked or rescinded. WITNESSETH, my hand and seal this 9th day of January, 2020. __________________________ Barbara Kunar, Principal Account Clerk Following roll call vote and upon motion by Commissioner Phillips, second by Commissioner Colarell, and carried, the Board authorized Secretary Kunar to sign the resolution and submit to NY CLASS. We have received correspondence from Carlo Minuto Carting stating that the Rockland County Solid Waste Authority has increased tipping fees. As a result of this, their monthly rate will be increased by $61.20 to $367.20. Dennis Lindsay, H2M architects + engineers, is awaiting data in preparation for composing a letter to Tilcon. Secretary Kunar and Superintendent Smith are in the process of collating data. Executive Session: At 5:06 PM, upon motion by Commissioner Phillips, second by Commissioner Colarell, and carried, the Board moved into executive session to discuss personnel issues. At 5:13 PM upon motion by Commissioner Phillips, second by Commissioner Colarell, and carried the Board moved out of executive session. Superintendent’s Report: 1. Water Main Breaks: A. On December 18, 2019 we discovered another leak on Cedarhill Avenue. This leak was further up the hill then previous leaks. Initially we thought that we had finally found the source of the water that continues to appear in the catch basins. However, following repair water was still evident. B. On December 21, 2019 a leak was discovered on Highview Court. This leak, at Nyack Housing, which was on private property was repaired by their contractor. C. On the evening of December 21, 2019 a leak was discovered on an eight-inch (8”) main in front of 747 West Nyack Road. The break was repaired by our crew. 2. On Site Assessment: On January 3, 2020 Kelvin Smith (Class D), Ken Dorsch (1A) and Thomas Lynch (1A) were scheduled for an On Site Assessment by the Rockland County Department of Health. Thomas Lynch did well on the 1A License assessment. Ken Dorsch’s assessment was incomplete. The DOH gave him work to complete before the 1A license was issued. Kelvin Smith’s assessment for his Class D License was postponed for a later date. Our next meeting will be Thursday, February 13, 2020. There being no further business, upon motion by Commissioner Colarell, second by Commissioner Phillips, and carried, the meeting was adjourned at 5:32 PM.
