Nyack Water Board Meeting

April 17, 2025 A regular meeting of the Board of Water Commissioners was held on the above date at 9 North Broadway, Nyack, NY. The meeting was called to order by Chairman McDowell at 4:30 PM. The following were present: William McDowell Chairman Michelle Bullock Commissioner Pearl Gray Commissioner John Phillips Commissioner Elizabeth Turk Commissioner Latoya Aguillard Assistant Secretary Thomas Lynch Superintendent Absent: Secretary Barbara Kunar, H2M Upon motion by Chairman McDowell, second by Commissioner Bullock, and carried, the Board accepted the minutes of March 2025 as written The Cash Flow Statement for March 2025 was presented to the Board for review. The Statement of Revenue and Expenditures for March 2025 was presented to the Board for review. Water Budget Forecast- The Village of Nyack Water Board reviewed the preliminary water budget forecast presented by former Village Treasurer Jennifer Hetling. During a phone conversation, Jennifer Hetling clarified that the budget figures were originally compiled in February. Given that the numbers appeared relatively high, the Board requested further analysis to better understand the projections. In response, the Water Board asked Jennifer Hetling to update both the revenue and expense figures before formally accepting the Water Budget forecast. Jennifer Hetling agreed to provide a revised water budget forecast in advance of the upcoming Village of Nyack Water Board meeting scheduled for May 15, 2025.The Board will review the updated forecast at that time. Superintendent’s Report: Proposal Submission to Rockland County Department of Health –Superintendent Thomas Lynch is preparing to submit proposals to the Rockland County Department of Health (RCDOH) for sludge removal. The RCDOH has recently implemented a new online submission system called Tyler Host. As part of this updated process, an engineering report is now required for all submissions. Superintendent Lynch informed the Village of Nyack Water Board that this new requirement may lead to added expenses for the Water Department, as each submission could involve costs related to obtaining and preparing the necessary engineering documentation. Total Trihalomethanes (THM) violation- Following routine water quality testing, it was discovered that the levels of Total Trihalomethanes (THMs) in the water supply exceeded the EPA maximum contaminant level (MCL). This violation has been recorded as part of our ongoing water monitoring. Notification of the violation has been submitted to the appropriate regulatory authorities, as well as communicated to our customers. Corrective Actions: • Water quality adjustments are currently underway to reduce THM concentrations. • Superintendent Lynch has initiated the flushing of hydrants at the end of the system to try and help bring THM levels back within acceptable limits. Superintendent Lynch continue to monitor water quality closely and provide regular updates to the Village of Nyack Water Board as needed. Lagoon Scouring- We are once again experiencing significant sludge buildup in the lagoon, which is restricting flow and causing water to back up into the source without adequate settling time. This condition is impacting treatment efficiency and contributing to elevated lab results—the most recent sample showed values nearly double the acceptable limit. Superintendent Lynch will begin obtaining quotes for sludge removal services in order to restore proper flow and performance to the lagoon system. Sedimentation Flight Scrapers Status- Both sedimentation flight scrapers are currently fully operational. The Village of Nyack Water Department successfully completed all necessary repairs in-house, avoiding the need for outside contractors. As a result, the department realized an estimated cost savings of $180,000, demonstrating both effective resource management and technical capability within the team. At 5:55 PM, upon motion by Commissioner Phillips, second by Chairman McDowell, and carried, the Board moved into executive session to discuss personnel issues. At 6:25 PM upon motion be Commissioner Phillips, second by Commissioner Bullock, and carried the Board moved out of executive session. Subsequent to coming out of executive session upon motion by Commissioner Grey, second by Commissioner Bullock and carried, the board moved to Kevin Nugent will be required to repay the $250.00 school bus stop sign violation fee issued to the Village of Nyack Water Department. The violation occurred while Mr. Nugent was operating a Water Department vehicle. Our next meeting will be Thursday, May 15, 2025 There being no further business, upon motion by Commissioner Bullock, second by Commissioner Phillips, and carried, the meeting was adjourned at 6:28PM.
