Minutes of the regular meeting of the Village of Nyack Board of Trustees held at 7:30 on Thursday, August 12, 2021 Present Dr. Don Hammond Mayor Louise Parker Trustee Donna Lightfoot-Cooper Trustee Marie Lorenzini Trustee Joseph Rand Trustee Also Present: James Slaughter Village Administrator Lise J Chanin Village Clerk Treasurer Absent: Walter Sevastian Village Attorney Mayor Hammond called the meeting to order at 7:31 PM Pledge of Allegiance Adoption of Minutes: July 8, 2021—Motion by Don Hammond seconded by Joseph Rand, to accept as presented. Motion carried unanimously. July 19, 2021 Special Meeting—Motion by Louise Parker, seconded by Marie Lorenzini, to accept as presented. Motion passed by a unanimous vote. Public Comment – Discussion of Action Items Only – 3 Minute Time Limit None Action Items: Resolution No. 2021-- 51 Resolution of the Nyack Village Board to refund duplicate tax payment to the owner of the property known as 198 N Broadway, Nyack, NY 10960, Tax Map designation 66.22-1-6 in the amount of $2,865.66. Motion Don Hammond, seconded by Louise Parker to accept the motion as presented. Motion passed by a unanimous vote. Resolution No. 2021 – 52 Resolution of the Nyack Village Board to issue a waiver of the 30 day notice period for Uptown Nyack LLC dba Uplounge, 91 Main St, Nyack, NY 10960. Motion by Louise Parker, seconded by Joseph Rand, to accept as presented... Motion was defeated by a vote of 4 nays to 1 yea. Resolution No. 2021—53 Resolution of the Nyack Village Board to issue a waiver of the 30 day notice period for SNZ Associates, LLC, Punta Cana Latin Fushion, 117-125 Main St Units 1-2, Nyack, NY 10960. Motion by Louise Parker, seconded by Donna Lightfoot-Cooper, to accept as presented. Motion was defeated by a vote of 4 nays to 1 yea. Resolution No. 2021—54 Resolution of the Nyack Village Board to approve the Abstract of Audited Claims dated August 12, 2021 as submitted by the Village Clerk-Treasurer Motion by Don Hammond, seconded by Marie Lorenzini, to accept the motion as presented. Motion was passed by a unanimous vote. Public Comment Ms. Mary Johnson requested that the Village allow Depew Ave between Franklin and entrance to Depew Manor on August 21, 2021 from 12:00-6:00 PM for a community BBQ. As a similar event was already scheduled for August 28, 2021 Louise Parker volunteered to work with Ms. Johnson to combine the events on the August 28. 2021 date. Department Reports to the Board of Trustees (based on availability) Orangetown Police Department--None Village Attorney--None Village Administrator— James Slaughter presented his report. He updated the Board on the restructuring the Village’s reporting structure with Monthly Department Head Meetings, Quarterly Department Meetings and required & professional development training. He also updated the Board on the work on the Broadway TAP project should begin in September. Building Department James Slaughter undated the Board on the approval of two projects. Parking Authority--None Village Clerk – Treasurer-- Old Business Don Hammond updated the Board on the paving of Upper Depew, Dickenson & Lawrence is expected to be completed by Labor Day. New Business Don Hammond updated on the Boy Scout Eagle Project. The concert has been tentatively scheduled for October 30, 2021. Communications - Petition from Residents of Marion St requesting the following traffic control improvements to the intersection of Marion St & 3rd Ave.: Installation of a stop sign on 3rd Ave.; ensure the Stop sign on Marion St is clearly visible; Evaluate the intersection for any additional obstructions; install signs that clearly designate 3rd Ave. as a one way street.—Mayor Hammond suggested  that the Village should commission the Traffic Engineer to assess the situation and make recommendations. Village Administrator James Slaughter to review the current signage in the area and report back to the Board with recommendations on any additional signage. - Request from Patricia R. Ward for speed bumps, 25 mph speed limit, and a neon speed sign in the vicinity of 268 Depew Ave. Village Administrator James Slaughter was tasked with examining current situation regarding speed signage and other possible traffic control measures. - Request from George Pejoves to hold corn hole contest to benefit 4 local non-profits in Memorial Park on September 22 from 4:00pm – 7:00 pm (Rain Date 9/23) for approximately 50 people.—It was determined that the only fundraising events held in the park were to benefit the park itself and should go through the Memorial Park Conservancy Organization. - - Request from DeQuan Kerr & Sonia Rogers to use Memorial Park on August 15th Youth Basketball Showcase from 9:00 am to 8:00 pm for 100 people—Conditionally approved pending the submission of proof of insurance; the time would run from 9:00 am to 6:00 pm, no DJ. - - Request from Lisa Mininger Petallack on behalf of the OCADA Coalition, for an OCADA Big Screen Movie event in Memorial Park on August 21, 2021 from 6:30 pm to 10:00 pm for between 300-400 people—Not Approved. - - Letter from Habitat for Humanity requesting the Village of Nyack’s assistance in identifying properties that could be renovated to provide affordable housing units.—Village will provide what assistance they can. Public Comment Comments from the Village Board of Trustees--None Executive Session - For personnel issues related to Village Hall operations. Adjournment 9:54--Motion to close Executive Session was made by Donna Lightfoot-Cooper, seconded by Louise Parker. The motion was passed by unanimous vote. 9:55—Motion to adjourn the Meeting was made by Louise Parker, seconded by Marie Lorenzini. The motion was passed by unanimous vote.
