Seven Hills Road, O’Fallon, Illinois, on December 3, 2025. Meeting was called to order at 5:00 p.m. by Commissioner Thoman. Roll Call Board Commissioners Present: Battoe, Holden, Martinez, Thoman (no roll call taken; all visibly present) Board Commissioners Not Present: Brown Other Attendees Present: Chief Kirk Brueggeman – OPD Capt. Dave Matevey – OPD Capt. Mike Mojzis – OPD Leah Wilson – OPD Administrative Assistant Public: None Approval of Minutes Commissioner Thoman declared a quorum present and requested a motion to approve the Regular Meeting Minutes of September 3, 2025. Commissioner Battoe made a motion to accept the September 3, 2025 Minutes as presented and Commissioner Holden seconded the motion. All ayes. New Business 2.1 Re-appointment of Scott Battoe to the Board of Fire and Police Commissioners for a three-year term expiring in 2028 As on the December 1, 2025 City Council agenda, the Mayor and City Council re-appointed Commissioner Scott Battoe to the Board. Commissioner Thoman thanked Commissioner Battoe for his service to the Board. 2.2 Department Update Chief Brueggeman provided the following department update: • One officer starting police academy in January – Swearing In on December 22 • Breakfast with Santa – December 1 • Retiree Breakfast – December 16, 7-9 AM • Annual Awards Banquet, January 29, 6 PM @ Katy Cavins Center ▪ Awards: Officers Sosa and Shewmaker – Lifesaving; Officer Brett Johnson – Medal of Valor (all receiving commendations outside of OPD as well) • Recruitment videos (PD and MECOMM) in progress; received $14K ILETSB recruitment and retention grant • LPRs and 360 cameras being installed on Hwy. 50 • MECOMM – new subscription (CommsCoach) for training and QA • Demo for an AI report writing program in progress Page 3 of 6  • FY27 budget process is underway 2.3 Recruitment Update Captain Mojzis provided the following recruitment update: • Continue to look at lateral applications as they come in • Will be looking at applications for possible May academy class Old Business None Other Business 4.1 IFPCA Dues IFPCA dues have been paid = $400 (same as last year); membership valid through January 2027 2026 BFPC Quarterly Meeting Dates, 5:00 p.m. • March 4 • June 3 • September 2 • December 2 5.1 Public Comments None Adjournment Hearing no further business, Chairman Thoman solicited a motion to adjourn the meeting. Every spring, we run into the same issue with college graduations happening right around the time the police academy starts. While we can’t really change that timing, being able to accept applications and give exams to potential graduates, even those who have not yet turned 21 would help us get ahead of it. This would let us identify good candidates earlier and stay competitive with neighboring agencies’ testing cycles, especially for those looking to attend the August police academy. The proposed changes (attached) simply give us a little more flexibility and better align our rules with state law. Legal Consideration, if any: City Attorney, if needed Budget Impact: None Staff Recommendation: Motion to amend the Rules and Regulations of the Board of Fire and Police Commissioners, Chapter 2, Section 3 – Age Requirements (proposed changes attached) Page 5 of 6  Proposed Amendment to Rules and Regulations of the Board of Fire and Police Commissioners of the City of O’Fallon, Illinois CURRENT RULES SECTION 3 AGE REQUIREMENTS Applicants shall be under 35 years of age, at the time of application, unless exempt from such age limitation as provided in Section 5/10-2.1-6 of the Fire and Police Commissioner’s Act. Applicants, at such time as they file their application with this board, must be 21 years of age. PROPOSED RULES SECTION 3 AGE REQUIREMENTS (A) Except as provided in subsection (B) of this Section, applicants shall be at least twenty-one (21) years of age and under thirty-five (35) years of age at the time of appointment to the position of Police Officer, unless exempt from such age limitation as provided in Section 5/10-2.1-6 of the Fire and Police Commissioners Act. (B) Notwithstanding subsection (A), applicants who are twenty (20) years of age at the time of application may be accepted for application, examination, and appointment, provided the applicant has met, or will have met prior to appointment, the education requirements outlined in Section 4 of this Chapter. (C) An applicant described in subsection (B) who is appointed prior to attaining the age of twenty- one (21) shall not possess powers of arrest nor be permitted to carry a firearm until reaching the age of twenty-one (21).
