Adjournment Page 1 of 4  O’Fallon Board of Fire & Police Commissioners Meeting Minutes - DRAFT March 4, 2026 Call to Order Minutes of a Regular Meeting of the Board of Fire & Police Commissioners, held in O’Fallon Public Safety Building Community Room, 285 N. Seven Hills Road, O’Fallon, Illinois, on March 4, 2026. Meeting was called to order at 5:00 p.m. by Commissioner Thoman. Roll Call Board Commissioners Present: Brown, Holden, Thoman (no roll call taken; all visibly present) Board Commissioners Not Present: Battoe, Martinez Other Attendees Present: Chief Kirk Brueggeman – OPD Capt. Dave Matevey – OPD Capt. Mike Mojzis – OPD Leah Wilson – OPD Administrative Assistant Public: None Commissioner Thoman announced the passing of retired O’Fallon Police Commissioner Horace Humphries. He thanked him for his dedicated service to the military and the Board. A Moment of Silence was given for Commissioner Humphries. Approval of Minutes Commissioner Thoman declared a quorum present and requested a motion to approve the Regular Meeting Minutes of December 3, 2025. Commissioner Brown made a motion to accept the December 3, 2025 Minutes as presented and Commissioner Holden seconded the motion. All ayes. New Business 2.1 Department Update Chief Brueggeman provided the following department update: • Currently at 49 officers ▪ New officers: Aden Davis and Maci Stein ▪ Resignation: Artez Hardin • FY27 budget in progress He stated things are going well, with lots of positive things happening (Social Worker, Administrative Sergeant, etc.). Page 2 of 4 2.2 Recruitment Update Captain Mojzis provided the following recruitment update: • Written Testing = March 5 (9 candidates) • Initial Interviews = March 10 • Board interviews = March 17, 3-6 PM (goal is to hire 1-2) • Current pool of candidates for May, after graduations = 7 • Next academy begins May 18 with POWER Test in mid-April 2.3 Amendment to Rules and Regulations of Board of Fire and Police Commissioners Captain Mojzis introduced a proposal of Board rule change to allow the acceptance of applications from 20-year-olds to be in line with state rules; they could still go to the Academy. Current rules and proposal below; copy is also attached. BACKGROUND Currently, our Board of Fire and Police Commissioners rules do not allow us to accept applications unless a candidate is at least 21 years old. Every spring, we run into the same issue with college graduations happening right around the time the police academy starts. While we can’t really change that timing, being able to accept applications and give exams to potential graduates, even those who haven’t turned 21 yet, would help us get ahead of it. This would let us identify good candidates earlier and stay competitive with neighboring agencies’ testing cycles, especially for those looking to attend the August police academy. The proposed changes simply give us a little more flexibility and better align our rules with state law. CURRENT RULES SECTION 3 AGE REQUIREMENTS Applicants shall be under 35 years of age, at the time of application, unless exempt from such age limitation as provided in Section 5/10-2.1-6 of the Fire and Police Commissioner’s Act. Applicants, at such time as they file their application with this board, must be 21 years of age. PROPOSED RULES SECTION 3 AGE REQUIREMENTS (A) Except as provided in subsection (B) of this Section, applicants shall be at least twenty-one (21) years of age and under thirty-five (35) years of age at the time of appointment to the position of Police Officer, unless exempt from such age limitation as provided in Section 5/10-2.1-6 of the Fire and Police Commissioners Act. (B) Notwithstanding subsection (A), applicants who are twenty (20) years of age at the time of application may be accepted for application, examination, and appointment, provided the applicant has met, or will have met prior to appointment, the education requirements outlined in Section 4 of this Chapter. (C) An applicant described in subsection (B) who is appointed prior to attaining the age of twenty-one (21) shall not possess powers of arrest nor be permitted to carry a firearm until reaching the age of twenty-one (21). Commissioner Holden made a motion to amend the Rules and Regulations of Board of Fire and Police Commissioners as proposed and Commissioner Brown seconded the motion. There were no comments or discussion. All ayes. Motion carried. Commissioner Brown made a motion to adjourn the meeting. Commissioner Holden seconded the motion.
