Opening 1.1 Call to Order: 2:49PM 1.2 Roll Call: Dave Hopkins Present Kip Adkins Present Keith Townsend Present Patrick Feldhake Absent Nick Luttrell Present Also in attendance: Dennis Orsey-Board Attorney 1.3 Approval of the minutes: • The minutes from the October 23, 2025 meeting were reviewed by the board. • Hopkins made a motion to approve the October 23, 2025 meeting minutes, seconded by Adkins. All were in favor. 1.4 Correspondence • None 2. Public Comments: None 3. Reports: 4.1 Treasurer’s Report • Bank of O’Fallon checking account balance is $1,007,338.14 as of January 22nd, 2026 • Transfer authorization 26-04 is currently being processed and not yet reflected in the checking account balance to send $400,000 from the checking account to IPOPIF pursuant to cash management rules. The checking account balance will be $607,338.14 upon the completion of this transfer. o The $400,000 transfer to IPOPIF comes from the city depositing the rest of the tax levy collections into the checking account • Transfer authorization 26-03 was processed earlier this month to send $200,000 from the checking account to IPOPIF pursuant to cash management rules • Transfer authorization 26-02 is also being processed to withdraw $180,000 from IPOPIF at the beginning of April, May, and June 2026 to be used for the monthly pension payments pursuant to cash management rules. • The board agreed the checking account balance was adequate to pay upcoming bills 4.2 Treasure’s Report- IPOPIF Update of Investment Portfolio • The latest IPOPIF investment report available was for the month ending December 31, 2025 • According to this report, O’Fallon’s balance was $51,868,375.06 • This amount is up 17.79% net of fees year to date and up 3.07% net of fees quarter to date. 4.3 Review and Update Contact Information on IPOPIF Forms if Necessary • Not Needed 5. Old Business: 5.1 Review Foster and Foster Actuarial Valuation Report and Compare to Municipal Tax Levy Ordinance • $1,510,000 was levied by the City of O’Fallon Page 4 of 11 • The minimum levy according to Foster and Foster is $1,520,516 • The difference in these amounts is due to the Foster and Foster Actuarial Valuation Report not being completed at the time the city levied the police pension tax • The City of O’Fallon’s Police Pension’s funded ratio is 77% • The average funded ratio among all other downstate police pension funds is 64% 5.2 Discuss Status of City Contributions being placed directly into Pension Fund Account as opposed to City Account • Townsend discussed this with the city’s finance department, and the city will now begin putting the collected tax levy money immediately into the pension fund’s account upon receiving it 6. New Business: 6.1 Discuss Irregularities of Pension Contributions for Brett Pellicciotti • During October 2025, there was an approximately two-week span where Brett did not contribute any pension contributions • From paycheck review, the board calculated that Brett needed to pay $284.15 to the pension fund or take a ten day break in service for retirement purposes • Luttrell will correspond with Brett as to how he wishes to proceed 6.2 Discuss Election of Active Member Position currently held by Patrick Feldhake- Term expires May 12, 2026 • Hopkins will administer this election 6.3 Discuss Election of Retired Member Position currently held by Keith Townsend- Term expires May 12, 2026 • Luttrell will administer this election 6.4 Discuss Appointment of Board Position currently held by Kip Adkins – Adkins’ appointment will expire May 12, 2026 • Adkins was recently appointed to serve another two year term which expires May 9, 2028 6.5 Discuss filing of Statement of Economic Interest with County Clerk due May 1, 2026 • None of the board members have received them yet 6.6 Discuss Status of Illinois Finance Entity Form due February 28, 2026 Page 5 of 11 • Adkins will handle the completion of the form, and Luttrell will upload it to the Illinois Department of Insurance 7. Application for Membership: • Luttrell stated he had all application documents for Aden Davis and made a motion to accept her into the pension, seconded by Adkins. All were in favor. • Aden is a tier two participant with a start date of December 22, 2025 8. Application for benefits: • None 9.
