Lincoln, O’Fallon, Illinois. The Public Safety Committee meeting was called to order by Committee Chair Blackburn at 6:15 p.m. Roll Call Members Present: Blackburn, Ford, Muyleart, Stoffel Members Not Present: Newcomb Staff Liaison: Chief Kirk Brueggeman – OPD; Chief Brad White – OFD; Chief Jeremy Sherman – EMS Other Aldermen Present: Campbell, Carney, Fohne, Hudson, Lotz, Parchman, Rosenberg, Vorce Other Persons Present: Mayor Eric Van Hook; City Administrator Grant Litteken; Finance Director Sandy Evans; Andrew Dallner – Parks; Allie Maddray – Administration; Leah Wilson – Public Safety Administrative Assistant; Residents: Jerry Albrecht, Harlan Gerrish, Jennifer James, Vern Malare, Caroline Malare, Cari Schaeffer, John Smith Media Persons Present: None Approval of Minutes Chairman Blackburn declared a quorum present and requested a motion to approve the Public Safety Committee Meeting Minutes of February 9, 2026. Council Member Stoffel made a motion to accept the Minutes of February 9, 2026 as presented as presented and Council Member Muyleart seconded the motion. All Ayes. Items Requiring Council Action None Other Business Chief Brueggeman congratulated PTOEC Special Olympics athletes Daniel, James, Tony, and Jack, along with their partners from O’Fallon Police Department (Mike Hurt, Nick Schmidt, Kenny Morris, and Kirk Brueggeman), in the Unified Cornhole Regionals. They received three gold medals and one fourth place. 3.1 FY27 Fire Department Budget Chief White gave an overview and highlights of the FY27 O’Fallon Fire Department budget (see attachment). Highlights included the implementation of swing shift (5:30-8:30) beginning in May for a true, 24-hour shift. He stated staffing will be at or above what a full- time department can put on streets. There were no questions or comments from Committee, Council, or public. Page 2 of 9  2 3.2 FY27 EMS Budget Chief Sherman gave an overview of the FY27 EMS budget (see attachment). Highlights included explanation of the different facets and types of transports for calls for service. Council Member Lotz inquired why non-transports were down. Chief Sherman stated lift assists are included in those numbers. She also asked what the employment pipeline for EMS looks like. Chief Sherman stated there have been some challenges; however, we are currently working with SAFB to incorporate their paramedics into our part-time staffing. It is becoming increasingly difficult to find qualified candidates and we work to put our EMTs through paramedic school. Council Member Stoffel asked the benefit of City having own ambulance service. Chief Sherman said it allows us to manage the quality of paramedics and response times (8- minute average). Other private agencies have far longer response times. We are here to serve our residents. We do not charge if we do not transport. Private ambulance services charge for every call. Chief Brueggeman said we run two and three ambulances with supervisor and QRV which allows us to respond and keep ambulance available for 911. This is why we sometimes decline transfer because residents rely on us to have ambulance available for 911 calls. Council Member Stoffel complimented EMS. From her previous Citizen Police Academy ride along, she witnessed first-hand the care and interpersonal skills of our EMS employees. Chief White stated O’Fallon Police and Fire have a robust relationship with EMS, responding timely to one another’s calls. Committee Chair Blackburn said EMS knows our residents and there is a sense of community with all of the outreach programs. Council Member Carney thanked EMS for doing an excellent job and if they ever need anything, please come to the Council. Council Member Stoffel inquired if the percentage of Public Safety Director would be allocated differently since we now have an EMS Chief. Chief Brueggeman said the percentage has been lowered with more to EMS. Grant Litteken said the Code of Ordinances will be updated in the future to reflect the addition of EMS Chief, etc. There were no other questions or comments. 3.3 FY27 MECOMM (Consolidated Dispatch) Budget Chief Brueggeman gave an overview of the FY27 MECOMM budget (see attachment). Highlight included integration with Ameren. There were no questions or comments. Page 3 of 9  3 3.4 FY27 Police Department Budget Chief Brueggeman gave an overview of the FY27 OPD budget (see attachment), one of the bigger ones in the City. Highlights included a new line item for Wellness to take care of our Public Safety employees with different wellness initiatives. He stated a staple of the department continues to be community engagement. With regard to the new barricade system, Committee Chair Blackburn asked if we would split resources with other agencies. Chief Brueggeman said the system will be demonstrated at an upcoming St. Clair County Chiefs’ meeting and we would share with other departments if needed. There were no other questions or comments. 3.5 FY27 Board of Fire & Police Commissioners Budget Chief Brueggeman gave an overview of the FY27 budget of the Board of Fire & Police Commissioners (see attachment). There were no questions or comments. Public Comments Jennifer James (14-year resident) provided handout to Committee with request to consider to be an even more safe and welcoming City referencing the Illinois TRUST Act and an opportunity to do better. Vern Malare (Ward 3 resident) stated he has noticed vehicles parked around town going in wrong direction, around corners and some with flat tires and no plates. Grant Litteken stated abandoned vehicles are not allowed and to contact at time when first noticed and issue can be addressed. Resident John Smith complimented OPD on working with school and is glad for speed signs in the area of Evans School. He expressed concerns for cars parking in yellow-striped areas and in walkway around Evans School. He requested officer in unmarked vehicle, signage. Chief Brueggeman said this will be looked into. The City of O’Fallon and the Village of Shiloh wish to renew the contract under its existing terms to include an annual increase in FY2027. The Village of Shiloh agrees to pay $190,000.00 in FY2027 for services rendered. Unless the Contract is terminated by either party as provided herein, the conditions set forth in this Contract shall be in effect for one (1) year, i.e. May 1, 2027 thru April 30, 2028 Legal Consideration, if any: Reviewed by City Attorney Budget Impact: The City of O’Fallon will receive 55% of the $190,000.00 as per the Intergovernmental Agreement with Fairview Heights. Staff Recommendation: Page 5 of 9  CITY OF O’FALLON, ILLINOIS RESOLUTION 2026-_____ AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEEMENT WITH THE VILLAGE OF SHILOH TO PROVIDE RADIO COMMUNICATION AND COMPUTER AIDED DISPATCH FOR THE LAW ENFORCEMENT ASSET OF THE VILLAGE OF SHILOH POLICE DEPARTMENT (COORDINATED COMMUNICATIONS SERVICES CONTRACT BETWEEN THE CITY OF O’FALLON, ILLINOIS AND THE VILLAGE OF SHILOH, ILLINOIS) WHEREAS, the provider, is an authorized Public Safety Answering Point (PSAP) operating with the framework of the St. Clair County Emergency Telephone System Board and the provider operates a licensed radio station in providing police, fire, and EMS services; and WHEREAS, the provider, is authorized to receive 911 emergency calls programmed to terminate in its PSAP and has the capacity within its telephone, radio and communications center system to handle additional workload; and WHEREAS, the recipient, wishes to avail itself of the 911 and various Law Enforcement communications services offered by the provider, including telephone, radio, computer aided dispatch and Law Enforcement access to LEADS and NCIC; and WHEREAS, the provider and recipient, have a valid intergovernmental agreement for the provisions of 911 services that will remain in place throughout the duration of this contract. NOW, THEREFORE, Be it resolved by the Mayor and City Council of the City of O’Fallon, St. Clair County, Illinois as follows; That the Mayor is hereby authorized to enter into an Intergovernmental Agreement with the Village of Shiloh to provide radio communication and computer aided dispatch for the Law Enforcement asset of the Village of Shiloh Police Department. ATTEST: (seal) ________________________________ _______________________________ Jerry Mouser, City Clerk Eric Van Hook, Mayor Page 6 of 9  COORDINATED COMMUNICATIONS SERVICES CONTRACT BETWEEN THE CITY OF O’FALLON, ILLINOIS, HEREIN AFTER REFERRED TO AS PROVIDER AND THE VILLAGE OF SHILOH, ILLINOIS, HEREIN AFTER REFERRED TO AS RECIPIENT: WHEREAS THE PROVIDER is an authorized Public Safety Answering Point (PSAP) operating with the framework of the St. Clair County Emergency Telephone System Board and the provider operates a licensed radio station in the providing police, fire and EMS services; and WHEREAS THE PROVIDER is authorized to receive 911 emergency calls programmed to terminate in its PSAP and has the capacity within its telephone, radio and communications center systems to handle additional workload; and WHEREAS THE RECIPIENT wishes to avail itself of the 911 and various Law Enforcement communications services offered by the Provider, including telephone, radio, computer aided dispatch and Law Enforcement access to LEADS and NCIC; and WHEREAS THE RECIPIENT now owns certain communications equipment that is compatible with the providers and recipient desires to use that equipment in furtherance of their Law Enforcement mission; and WHEREAS THE PROVIDER AND RECIPIENT have a valid intergovernmental agreement for the provision of 911 services that will remain in place throughout the duration of this contract. NOW THEREFORE, this contract has been entered into by the undersigned in order to accomplish the aforementioned purposes: 1. The Provider shall provide 911 and non-emergency telephone call processing, law enforcement dispatching, and computer aided dispatch services to and from the recipient’s telephones and radios. 2. The Provider shall perform the services provided for in this contract in compliance with the standards of the Emergency Telephone System Act, ETSB Interagency Agreements and all applicable laws and regulations. 3. The Recipient shall provide the Provider during the month of May each year (or more frequently if required by FCC regulation or by St. Clair County) the frequency measurements of all radio equipment owned or operated by the Recipient in conjunction with this contract. Such measurements are to be made by an entity licensed to make such measurements. 4. The Recipient shall comply with all rules and regulations set by the FCC (Federal Communications Commission) and those rules and regulations set by the St. Clair County ETSB with regard to 911 service. 1 Page 7 of 9  5. The Recipient shall comply with all rules, regulations and policies set by the Provider, St. Clair County, the State of Illinois and the Interstate Identification Index with regard to access or release of Law Enforcement data contained in any of the systems they maintain. 6. The Recipient shall pay the Provider the sum identified in the table set forth hereafter. Quarterly payments shall be considered payment in advance for the three (3) months of service to be provided by the Provider. Pursuant to Section 5/8-1-7 of the Illinois Municipal Code, the recipient shall annually appropriate monies required and necessary to meet its financial obligations to the provider as aforestated. Cost of services provided by O’Fallon to Shiloh FY 2027 $190,000.00 COST FY 2027 $47,500.00 May 1, 2026 $47,500.00 August 1, 2026 $47,500.00 November 1, 2027 $47,500.00 February 1, 2027 The Recipient shall pay for all costs incurred by the Provider, attributed specifically to the request for service, herein described, by the Recipient, in making any modification to the 911 system, telephones, data connections for CAD and any data circuits, user licenses or other cost associated use of the Providers Computer Aided Dispatch, Mobile or Records Management System. 7. The Provider shall provide the Recipient first-responder radio dispatch services for Police, through talk groups chosen by the Provider. 8. The Recipient shall provide an errors and omissions insurance policy underwritten by an insurance company, and in a form acceptable to the Provider in an amount of not less than $1,000,000.00 per occurrence. The City of O’Fallon and their employees elected and appointed officials, contractors, consultants and volunteers shall be included as “Additional Insured” in this policy. Coverage under this insurance policy shall extend to the negligence, wrongful act, error, omission, breach of duty, or other act committed by a Recipient’s employee, elected or appointed official, volunteer, service contractor or consultant which may give rise to any of the “Additional Insured” being named as a defendant in any legal action related to services performed under this contract. In the event a “deductible” is applied under said insurance policy to claim expense or damage against an “Additional Insured”, Recipient shall pay the full amount of the deductible applied on behalf of the “Additional Insured”. In the event said insurance policy does not respond to any such legal action against an “Additional Insured”, or should such legal action include a claim for “willful or wanton misconduct, or other uninsured claim, the Recipient 2 Page 8 of 9  shall hold the City of O'Fallon and any of the “Additional Insured” harmless and shall at its own expense defend and protect them from any expense or loss not covered by the Recipients insurance policy. 9. The Provider shall provide an errors and omissions insurance policy underwritten by an insurance company, and in a form acceptable to the Recipient in an amount of not less than $1,000,000.00 per occurrence. The Village of Shiloh and their employees elected and appointed officials, contractors, consultants, and volunteers shall be included as “Additional Insured” in this policy. This Coordinated Communications Service Contract may be terminated by either party hereto upon ninety (90) days written notice to the other party and upon the approval of the St Clair County ETSB in accordance with the County 911 plan. 120 days prior to the termination of the contract the Provider and the Recipient shall strive to reach an agreement for any renewal of this contract. 11. The conditions set forth in this Coordinated Communications Contract shall be in effect for one (1) year commencing May 1, 2026 and expiring on April 30, 2027.
