Opening 1.1 Call to Order: 2:45PM 1.2 Roll Call: Dave Hopkins Present Kip Adkins Absent Keith Townsend Present Patrick Feldhake Present Nick Luttrell Present Also in attendance: Dennis Orsey-Board Attorney 1.3 Approval of the minutes: • The minutes from the January 22, 2026 meeting were reviewed by the board. • Hopkins made a motion to approve the January 22, 2026 meeting minutes, seconded by Feldhake. Reports: 4.1 Treasurer’s Report • Bank of O’Fallon checking account balance is $632,092.86 as of April 16, 2026 • The board agreed this amount was sufficient to pay upcoming bills 4.2 Investment Report • The latest IPOPIF investment report available was for the month ending March 31, 2026 • According to this report, O’Fallon’s balance was $52,285,423.62 • This amount is up .69% net of fees year to date and down 4.4% net of fees for the month of March. Transfer Authorization 24-05 was referenced in which $180,000 will be withdrawn from IPOPIF in July, August, and September to be used for pension payments pursuant to the cash management rules. 5. Old Business: 5.1 Discuss results of election/appointments for board members • Feldhake (Active Member Election) o Ten of eleven nominations were for Feldhake o One nomination was for Chad Finnan who indicated he was not interested in the position o Feldhake accepted the nomination and his term expires 05-09-2028 • Townsend (Retired Member Election) o Seven of seven nominations were for Townsend o Townsend accepted the nomination and his term expires 05-09-2028 • Adkins (Mayor Appointment) o Adkins appointment is on the agenda of an upcoming city council meeting o The term expires 05-09-2028 • Hopkins made a motion to accept the election results of Feldhake, seconded by Luttrell. Feldhake abstained; the rest were in favor. • Hopkins made a motion to accept the election results of Townsend, seconded by Luttrell. Townsend abstained; the rest were in favor. 5.2 Discuss Filing of Statement of Economic Interest with County Clerk by all Board Members due May 1, 2026 Page 4 of 12 • All present board members indicated they had already completed their statement. 5.3 Confirm Filing of Illinois Finance Entity Forms due February 28, 2026 • The form was completed by Adkins and sent to the Illinois Department of Insurance by Luttrell. 5.4 Discuss Status of Irregularities of Pension Contributions from Brett Pellicciotti • Brett declined to buy back his time for his missed pension contributions • Brett will take a ten day break in service time 5.5 Discuss Tom Poenitske Repayment into the Pension Fund • Poenitske is still making an additional pension contribution of $59.81 from paycheck deductions for the buyback of prior service time transferred into O’Fallon’s fund. 6. New Business: 6.1 Review Contributions into Pension Fund for 2026 vs Actuarial Valuation Report • This was referenced due to the City of O’Fallon levying $1,510,000 for the police pension fund when the Foster and Foster Actuarial Valuation Report set a minimum contribution amount of $1,520,516 • The City of O’Fallon set the tax levy prior to receiving the Foster and Foster Actuarial Valuation Report • The board discussed submitting the pension annual statement sooner in upcoming years, as the timing of the Foster and Foster Actuarial Valuation Report is correlated with the timing of the annual statement submission • The delay on the annual statement submission is due to the annual statement requiring a copy of the city’s audit of the pension fund. Townsend will speak to the city’s finance department about expediting the pension fund’s portion of the city audit and compare prior years city contribution amounts to prior years Foster and Foster actuarial valuation reports. 6.2 Discuss Portability Request of Artez Hardin from the O’Fallon Police to Belleville Police • Feldhake is corresponding with human resources and handling the calculation of the amount the pension fund needs to send to Belleville. 6.3 Discuss 2026 Trustee Training Requirements and Opportunities • Eight hours are required for all returning board members Page 5 of 12 7. Application for Membership: • Maci Stein started with the O’Fallon Police Department on 02-09-2026. • Maci is a tier 2 employee • Maci has submitted the application for admission into the pension fund, birth certificate, and the information sheet • Luttrell made a motion to accept Maci into the pension fund, seconded by Feldhake. All were in favor. 8. Application for benefits: • None 9. New Business: 6.1 Amend Pension Warrants 26-08, 26-09, and 26-10 • Pensioner Roy Winans passed away on May 19th, 2026 • Luttrell made a motion to omit Roy Winans pension payments from warrants 26-09 (June Pension) and warrants 26-10 (July Pension) and adjust warrant 26-08 (May Pension) to a pro-rated monthly benefit for Roy of $2357.71. Seconded by Feldhake. • The prorated benefit was calculated by taking 61.29% (19/31) of Roy’s full May pension benefit of $3846.79.
