CALL TO ORDER
Mayor Severns called the meeting to order at 2:00 p.m.
Due to COVID-19, per WA Proclamation 20-28. There was no physical meeting location.
The meeting was viewable live via YouTube and was telephonically available at (623)404-

Mayor Severns opened the Workshop Meeting at 2:00 p.m. and welcomed those in attendance. He
reviewed that due to COVID-19, per WA Proclamation 20-28, there was no physical meeting location.

ACTION ITEMS
a. ACTION ITEM Approve Small Community Air Service Development Program
(SCASDP) Grant Application
Finance Director Goldman reviewed the action item regarding submittal of a grant to the Small
Community Air Service Development Program from the U.S. Department of Transportation. The
purpose of the Program is to provide financial assistance to small communities to help them enhance
air service. No more than four communities or a group of communities from the same state may be
selected to participate in any fiscal year. Past grants have ranged from $20,000 to nearly $1.6 million.
Chris Taylor from Lynk Air approached the City to discuss applying for and administering the grant.
A legal sponsor responsible for administering the grant program must be a government entity, such
as a State, County City or other municipality, The City would function as the primary recipient with
Lynk Air as the sub-recipient. Lynk’s application request is for a total of $608,000. The breakdown of
the total was:
$200,000 Reimbursement for revenue guarantees
$ 8,000 Airport modification
$400,000 Aircraft upgrades
Director Goldman noted the City applied for and received a SCASDP grant in 2008 with Kenmore
Air as the sub-recipient.
Mayor Severns confirmed no public comments were received regarding this item.
Councilmembers Servatius, Woessner, Mack and Hizon provided their respective comments and
questions.
Motion: Hearing no other comments or questions, Councilmember Hizon moved to approve the
submittal for the Small Community Air Service Development Program Federal Grant.
Councilmember Servatius seconded the motion. The vote on the item carried unanimously.
DEVELOPMENT SERVICES
a. Horizontal Mixed-Use Discussion (Non-CBD Commercial Districts.
Development Services Director Kuhl introduced Associate Planner Ray Lindenburg who reviewed
the process as a continuation of work done with Central Business District zoning code updates and
the other commercial zone districts. He reviewed the current Vertical Mixed Use and the proposed
Horizontal Mixed Use, as well as the potential benefits and negatives of Horizontal Mixed Use, a
map indicating possible locations and exempted areas, and code integration and next steps.
Councilmembers Hizon, Woessner, and Servatius provided their respective comments and
questions.
b. Shoreline Master Program Periodic Review: Draft Document.

Senior Planner Lefevre presented the item and noted the initial draft Shoreline Master Program
(SMP) was ready for review, including proposed amendments established in accordance with the
Washington Administrative Code. All seven chapters with proposed revisions were included in the
meeting packet along with supplementary documents. All documents were also available online at
oakharbor.org, search item Shoreline Master Program. Senior Planner Lefevre will be making
subsequent reports over the next couple of workshops. Next steps will include coordination with the
Department of Ecology (DOE), a public comment period, a Planning Commission public hearing in
March, presentation to Council in June, and preparation of a package to the DOE for their review
and a determination of consistency.
There were no comments or questions by the Council.
c. 2021 Comprehensive Plan Docket
Senior Planner Kamak reviewed and provided a preview of the docket for the 2021 Comprehensive
Plan. Items include the following:
Housing Action Plan – review and adoption
UGA/JPA – further discussions with Island County
Consider amendments to the Capital Improvement Plan, including Harbor Heights
Active Transportation Plan – IRTPO Grant Acquisition and kickoff – a multi-year project
The planning Commission reviewed the docket at their January 26, 2021 meeting and forwarded a
recommendation for approval.
There were no questions or comments from the Council.
The Docket will be on the March 16th City Council Agenda.
FINANCE
a. Professional Services Agreement: Oak Harbor Main Street Association for B&O Tax
Reimbursement
Finance Director Goldman reviewed the item including the history of the Main Street Program in
Washington State, information on the Program itself, and recommendations for a Professional
Services Agreement between the Oak Harbor Mainstreet Association and the City for 2021. He
explained the City’s first agreement with the Oak Harbor Mainstreet Association was entered into in
2015. In 202, the City’s contribution was $95,000, which equated to a $71,250 tax credit to be used
in 2021. Per the terms of City Resolution 15-44, staff recommends the City enter into a Professional
Services Agreement with the Mainstreet Association. The City’s legal team is currently drafting this
Agreement. Staff anticipates bringing the Agreement to Council sometime in March.
Councilmember Servatius provided his respective comments and questions.
MARINA
a. Oak Harbor Marina Policies, Procedures and General Operations
Harbormaster Sublet reviewed the item, noting the current Oak Harbor Marina Policies, Procedures
and General Operations document, which is essentially the rules of the Marina, was last updated in

2006. While still helpful, the document does not capture all of the current issues and trends at the
Marina. Staff recently reviewed and drafted an updated version and provided this draft as an
informational update. The updated document incorporates policies and procedures that have
success at other public marinas, including those run by the Port of Skagit, the Port of Anacortes, and
the Port of Everett. The Marina Advisory Committee adopted the revised document at their February
meeting and will review it annually.
Harbormaster Sublet reviewed the rollout of the revised Policies, Procedures and General
Operations, which will be included in the Marina’s March Newsletter along with a QR Code, in
signage at the Marina, on the website, available copies at the Marina office and as part of the
welcome packet provided for new tenants.

ADMINISTRATION
a. City Administrator Report
City Administrator Oborn noted his monthly report, which incorporated all operating areas, was
included in full in the meeting packet. He asked for any comments or questions.
Councilmembers Woessner and Servatius provided their respective comments and questions.
CITY COUNCIL
Mayor Severns asked for any additional comments from the Council. No additional comments were
provided.
ADJOURN
There being no further reports or discussions, Mayor Severns adjourned the workshop meeting at
3:14 p.m.
